Notice of Intent to Direct Award - Fraser River Long-Term Erosion Protection Design and Construction Engineering Services Project Description :Summary Details January 20, 2023 File No: 1220-2023-2877 Notice of Intent to Direct Award Notice is hereby given by the City of Abbotsford (“the City”) of its intent to direct award a contract to Northwest Hydraulic Consultants Inc.(“NHC”) for the following services on behalf of the City: • Fraser River Long-Term Erosion Protection Design and Construction Engineering Services Background The City issued RFP 1220-2018-2204 – Bank Stabilization Modeling Study (‘RFP”) on December 13, 2018, the RFP was closed on January 31, 2019. Upon the closing date, one proposal was received from Northwest Hydraulic Consultants (NHC). The assignment was awarded to NHC and they used a combination of design tools to assist in the development of benched vanes for a portion of the reach, hard point armoring and a fishing spur at one location. The designers used two
dimension numerical model, three dimensional computational fluid dynamics numerical model, a 1:60 scale physical hydraulic model and fish habitat and migration models to assist in the completion of a conceptual design under the guidance of the Steering Committee. The City is advancing the Project to detail design phase and intends to complete this work early in 2023, and follow up with construction in two work windows of Jan-Feb 2024, and Jan-Feb 2025. Scope of Services The scope of required services generally consists of the following: a) Develop the conceptual design into detail designs including selection of a rip-rap gradation for the spur design, the hard points, and fishing spur. b) Include field review to document the conditions of the reach. c) Survey the reach, conventional and bathymetric multi-beam survey along 3km section to update the current river conditions, and form basis for design drawings. d) Include project management, quality control management and project meetings with stakeholders throughout design development. e) Complete a design report to document the design process and provide construction cost estimate and to assist with permitting and governmental approvals. f) Construction services – project procurement and professional services during construction work, including, retaining FN traditional knowledge advisor / monitoring, post construction efforts, such as completion reporting and record drawings, over 2 fisheries construction windows. Justification of Direct Award As the ongoing provision of services is critical for public safety and to ensure project continuity, the City will be awarding the next phases (tasks) for the project to NHC for a period of 14 months with the option to extend for a further 14 months commencing mid-February 2023 at a total anticipated cost of $1,283,200 plus GST. The justification for the direct award includes the following factors: • Public safety concerns as delays to the project increase the risk of further erosion and bank failures occurring • Design continuity is essential for the City • The City cannot risk further disruption of the schedule, and miss a short work window on the Fraser River • NHC completed a prior study of the reach in 2015 and Arc F and F(b) repairs in 2016/17 and have significant technical knowledge of the reach. Notice of Objection Firms wishing to object to this decision must email their objection by January 30, 2023, before 2:00 p.m. (PST) to: Procurement Attention: Rajinderpal Singh Emails must include specific reasons for the objection that address the justifications noted above. The firm’s ability to provide services of the same or better quality, within the required time frame will be the key criteria with regard to the consideration of a firm’s objections.
