This is a notice of intent that AFLCMC/WWK anticipates issuing a Firm-Fixed Price (FFP) and Cost Reimbursement (CR) definitive contract to provide for the services necessary to perform operational maintenance, testing preparation and execution for the B-2 Program Depot Maintenance (PDM) Hardness Maintenance / Hardness Surveillance (HM/HS) Test.  This acquisition requires Portable Hardness Surveillance equipment maintenance/repair/shipping and test execution support of Low Level Continuous Wave testing on B-2 Air Force Aircraft. The contract shall include a base period of performance of twelve months and two one year options in accordance with Federal Acquisition Regulation (FAR) clause 52.217-9.  The proposed contract action provides for services for which the Government intends to solicit and negotiate with only one source, Fiore Industries Inc., CAGE code: 0MBR1, in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements.  Highly specialized technical expertise and exclusive ODS-2200 Suite Intellectual Property rights possessed by Fiore Industries Inc. is necessary to perform the instant requirement.  AFLCMC/WWZ believes that award to any other source would result in unacceptable delays in fulfilling the Air Force's requirements.  It would take another source at least 24 months to recruit and train the necessary Electromagnetic Effects (EME), Electromagnetic Pulse (EMP), and Electromagnetic Conductivity (EMC) personnel to fulfill this highly specialized requirement.  Also, Fiore currently owns the exclusive intellectual property rights for repair, maintenance, and manufacturing of current, existing, and new fiber optic equipment (ODS-2200 suite e.g. fiber optic transmitters and receivers).  This delay would preclude the Air Force from fulfilling its mission.  All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.  This notice of intent is not a request for competitive proposals.  All proposals received within forty-five days after date of publication of this synopsis will be considered by the Government.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  All potential offerors should contact the Buyer/Contracting Officer identified below for additional information and/or to communicate concerns, if any, regarding this acquisition.  Estimated date of release for solicitation for the B-2 HM/HS test is 02 January 2020; the estimated date of award is 02 February 2020.  The solicitation will be made available through the Governmentwide Point of Entry (GPE).  Foreign contractors are hereby advised that foreign participation in this acquisition is not permitted.
