NOTICE OF INTENT TO DESIGNATE SOLE SOURCE OR SOLE BRAND
This Request for Information (RFI)/ Notice of Intent to Designate Sole Source/Sole Brand is intended to ascertain whether the commodity or service specified below is currently available from multiple providers/brands. This is not a request for pricing or a commitment to purchase.
 

The following products are thought to be available from only a single source/brand. This RFI/Notice of Intent to Designate Sole Source/Sole Brand will remain
posted until the due date and time indicated. Vendors should submit response electronically through Periscope S2G.
Vendor should upload any supporting information in Periscope S2G to assist in determining if product or service is comparable.  
 
Elavon Encryption Interface for iNova Cashiering System. 
 

If you are capable of meeting or exceeding the specification requirements for this product or equal, respond to this RFI/Notice of Intent to Designate Sole Source/Sole Brand through Periscope S2G.  
Provide product literature for any product to assist in determining if product is comparable. The

  Director of Purchasing shall have sole authority in deciding what is comparable.
 
Prospective Vendors are requested to provide information regarding their ability to supply the commodities or contractual services described or written explanation or other documentation contesting the proposed designation as a Sole Source/Sole Brand.   Prospective Vendors will be considered only if they provide documentation demonstrating that they are capable of meeting or exceeding the specification requirements stated herein.  All Vendor responses will be evaluated by the Director of Purchasing who shall have sole authority in establishing the approved equal status of the commodity or service offered by the vendor.
 
The Director of Purchasing shall consider such submittals and notify all submitting vendors of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.

Sections 21.25 and 21.26 of the new Procurement Code specifically refer to the Director of Purchasing, not Broward County generally. 
 


The Division of Purchasing is publishing this notice pursuant to the Broward County Procurement Code section, 21.25. The Purchasing Division intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that:
       There is only one source or sole brand for the procurement item;
       Transitional costs are significant considerations in selecting a procurement item; or
       The award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
In the subsequent pages the Conducting Procurement Unit has identified its justification for wanting to designate sole source or sole brand.

DETERMINATION OF OTHER INTERESTED VENDORS
 
The intent of this notice is to determine if there are any other interested and qualified vendors that meet the specifications of this notice. Any such vendors must submit the following information:
   1.The name of the contesting party; and
   2. A detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item.
In additions, a vendor should include:
   1. Documentation that your firm can provide a comparable or better procurement items that meets or exceeds the specifications;
   2. Documentation that your firm can also provide the same proprietary procurement item or an equivalent procurement item;
and
   3. If transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with your firm’s anticipated transitional costs.

Regardless of any prior communications with the Division of Purchasing or the State, all vendors interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above.
Any questions regarding this notice, including obtaining additional information, can be obtained through the Division of Purchasing during this publication period. No action is required if you agree with this notice.
If, after the public notice period has passed, the Division of Purchasing determines that there are other interested and qualified vendors that meet the specifications of this notice, the Division of Purchasing will not award a contract pursuant to this notice.
If, after the public notice period has passed, no valid challenges have been received, Broward County, or designee, may award a contract to the identified vendor without competition.

Services must
interface with iNovah
cashiering
software and associated equipment to process payments for Broward County agencies.
 

The project objective is to procure a validated Payment Card Industries Point-to-Point Encryption (PCI P2PE) solution that will directly support the County’s efforts towards PCI compliance. The solution must interface with Broward County iNovah cashiering software and associated equipment to process payments.
 
Description:

Broward County Enterprise Technology Services (ETS) requires seven hardwired units and three wireless units with Encryption Interface for iNovah cashiering software.

The system should:

   Provide a comprehensive security solution allowing Broward County       to confidently accept payments with the added benefit of securing the     cardholder

s information
 

Scope of work includes but not limited to:

   Providing Software license with Safe-T encryption/tokenization

   Providing System Support & Maintenance

   Manages future software updates remotely

   Manage all of County

s certifications, updates, and expirations which       require recertification.
