Scope of Work:

This project is for the purchase of five (5) new, unused commercial grade Transit Bus Service Trucks for the Fleet Services Division, on behalf of the Broward County Transportation Department (BCT) in accordance with the Specifications and Requirements.


Goal Participation: 

This solicitation is open to the general marketplace. 


Federal Transit Administration Requirements
:

 The successful Vendor is required to complete the applicable forms found in the Federal Transit Administration (FTA) United States Department of Transportation (USDOT) Funding Supplement.

 

Buy America:

submit to COUNTY the appropriate Buy America certification, the certification form is attached as Exhibit 6, with all bids or proposals on FTA-funded Contracts, except those subject to a general waiver. 


The form must be completed, signed and submitted at time of solicitation due date in order to be responsive to the solicitation requirements. Bids or offers that are not accompanied by a completed Buy America Certification will be rejected. 
Please indicate Not Applicable N/A on the FTA Supplement Exhibits that are not applicable to this particular solicitation. Vendor(s) 
must
 complete the bottom of each form (date, name and signatures as indicated).

Please note, Light duty vehicle used for administrative/maintenance purposes are equipment; not "Rolling Stock" per FTA Best Practices Procurement & Lessons Learned Manual, 3.3 Rolling Stock Contracts.


Basis of Award:
 
It is the County's intent to award this contract to the lowest responsive, responsible bidder on a total bid price (sum of all items) basis.


Questions and Answers:
 

The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda).  The County will respond to all questions via Periscope S2G.


Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G. Refer to the Purchasing Division website or contact Periscope S2G for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through Periscope SG2 by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. 


Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, immediately notify the Purchasing Agent and then contact Periscope S2G for technical assistance.
