This Request for Statement of Qualification (RFSQ) will identify Proposer(s) who have the qualifications, knowledge, and experience as noted in Exhibit E1 - IT Domain Position and Qualification Criteria and Exhibit E2 - Healthcare IT Domain Position and Qualification Criteria. In a multi-year initiative, TSS is transforming and consolidating IT services. The County is streamlining IT service offerings and aligning services to meet the business needs of County agencies and departments. Some of the IT services that will be streamlined and re-aligned include: 1. Public

Safety and Justice Systems, 2. Enterprise architecture, 3. Enterprise data management 4. Records retention and records management processes, 5. Disaster recovery and storage 6. Financial and employee systems 7. IT training 8. EPIC upgrades 9. EPIC module implementations The Proposer(s) will have the capacity to meet all the qualifications, as listed under Exhibits E1 and E2 for each position title. The position titles have been grouped by IT Domain: IT domains: 1. Microsoft Technologies 2. Application Architecture & Design 3. Application Requirements and Business Analysis 4. Application Development 5. Application Testing/Quality Assurance 6. Server and Network Management 7. Mobile and Application Development 8. Project Management 9. IT training 10. Multimedia services 11. Other Specialized Skills Healthcare IT domains: 1. Business Intelligence, Analytics and Reporting 2. Project Management 3. EPIC/HealthLink The County uses a two-phase procurement process. This RFSQ constitutes Phase I. Contractors already in the QP will not need to reapply for Domains already on their MSA. Being placed on the Qualified Pool does not guarantee the Proposer(s) a contract. The selection of Proposer(s) for contracts will be based on the needs and/or best value to the County.
