See attached document for more full details.In support of the United States Space Force (USSF) Operational Test & Training Infrastructure (OTTI) initiative, the Space Systems Command (SSC) Space Training Acquisition Office (STAO) is seeking a sources sought to provide services encompassing the full-spectrum coverage of training needs and requirements from early acquisition to advanced threat-based training exercise events across the space enterprise.Exercise support capabilities encompass Distributed Mission Operations – Space (DMO-S) functions to include a Virtual Space Range (VSR). The VSR is a Web Services and/or Services-Oriented Architecture (SOA) for hosting a Joint Synthetic Enterprise of Modeling and Simulations (M&S) Systems and Services.The VSR meets, provides, and/or accomplishes the following:Facilitates training and exercises across the span of Tier 1 to Tier 4 participants, at Unclassified, Secret and Top Secret levelsSupports
training of USSF forces and its Mission Partners in the land, sea, air, and cyber domainsEncompasses USSF, USAF, Joint, Federal, coalition and participating nations within appropriate security environment through scalable eventsEnables 24/7 availability for concurrent exercises, training and experiments including but not limited to Space Flag, Black Skies, and Virtual Flags.Enables rapid training response to emerging and complex threatsDeploys multiple modeling and simulation (M&S) capabilities in a common, service-oriented architecture, leveraging existing interface protocols – allows for use of existing/emerging training systems with minimal integration/developmentDelivers plug-in architecture services via common cloud service interfacesConforms to USAF Operational Training Infrastructure (OTI) data standards (examples available upon request)Federates with non-SOA and non-cloud architectures to preserve and maximize investmentUses Department of Defense Architecture Framework (DoDAF) v2.x modelsEnables Agile Development, DevSecOps and Continuous Integration/Continuous Deployment (CI/CD) to develop and field quicklyRecommends security-first approach to development and deployment based on DoD Enterprise DevSecOps Initiative for Cloud One-based systemsTargets a Government Off The Shelf (GOTS) training and exercise center with distributed, Cloud One-based, world-wide connectivity to other M&S training and exercise systemsEmphasizes integration, interoperability, common data models and composability (rapid mash ups) based on common and reusable componentsThe Government proposes to migrate “as-is” stovepipe systems into the “to-be” VSR digital ecosystem by phasing integration with legacy M&S tools, migrating legacy M&S tools into the VSR hybrid Cloud (when appropriate) and can federate with message-based architectures like the Enterprise Ground Services (EGS). All services support the United States Space Force (USSF) and its Mission Partners for training in a Contested, Degraded, and Operationally-limited (CDO) space domain.First industry engagement event will be on Thursday, April 7 @1300 MST during the 2022 Space Symposium at an off-site location.
