Direct technical assistance is support provided to equity applicants to acquire the knowledge and/or skills necessary in order to enter and successfully operate in the regulated cannabis marketplace. Direct technical assistance may also include working with CORE participants to provide certain items and services that can only be obtained by a licensed professional, such as a site plan, a security plan, or legal review of a partnership agreement, or those with special skills, such as graphic designers. Technical assistance services can include, but are not limited to: • Legal issues • Regulatory compliance • Architectural and design services • Certified cannabis security planning services • Marketing and branding services • Cannabis business mentoring • Business fiscal education • Identifying opportunities and partnerships to raise capital • Assistance with locating a viable cannabis business location • CORE verification services The goal is to provide direct technical assistance to CORE program participants and their businesses. Direct technical service providers should be familiar and experienced with what is required to open and operate a cannabis business in the regulated cannabis industry, particularly in Sacramento. Equity cannabis business owners and aspiring entrepreneurs face many challenges, including difficulty in finding and affording trustworthy experts experienced in the various areas needed to assist and advise them on how to open and operate a regulated cannabis business. This RFP and resulting contract(s) are an effort to partner with a business or organization that has the expertise, experience, and interest in providing CORE participants assistance and guidance to establish, sustain, and develop their cannabis business. The selected responder(s) will engage CORE participants, partner organizations/contractors, and city staff, focusing particularly on listening to, assisting, and figuring out how to best meet the needs of CORE individuals and businesses to open and operate in the regulated cannabis industry. --- Notes The top three proposers will be asked to give a presentation to the evaluation panel as part of the final selection process. In response to this RFP, the City anticipates receiving competitive pricing as well as an assurance of quality services. The City intends to award one contract; however, it may choose to award additional contracts as the City deems it necessary to meet the City's needs. If subsequent contracts are awarded, it will be based on initial proposals received in response to this RFP and must meet all the terms and conditions described herein.
