This is a market survey for Keysight E8257N Signal Generators. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendorâ€TMs expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of
magnitude from all businesses that are interested in and capable of providing the requirements. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The Keysight E8257N Signal Generators are used for on-site maintenance, fault isolation, and system certification of National Aerospace System (NAS) Terminal Surveillance Systems. Keysight generators provide the platform for NAS radar systems. The criticality of the operation of precision measurement laboratory along with the proprietary nature of the specifications and drawings may require acquisition of the Keysight test equipment as commercial off the shelf (COTS) to be procured from multiple sources although the Federal Aviation Administration (FAA) may contract with a single source when it is determined to be in the best interest of the FAA. Keysight E8257N Signal Generator consists of: 10 MHz to 40 GHz frequency range (540) Step Attenuator (1E1) Analog Ramp Sweep (007) Narrow Pulse Modulation (UNW) AM, FM, phase modulation, and LF output (UNT) Enhanced firmware functions (340) Ultra low phase noise performance (UNX) The FAA requires the following (limited to 10 pages) from interested vendors in accordance with the attached draft SOW: 1. Capability Statement - This document should identify: - Type of supplies and services provided by your firm - Size and type of supplies/services provided by previous contracts (elaborate and provide detailed information and past performance) - Number of years in business - Business Type - DUNS number and copy of the SBA 8(a) certification letter, if applicable. 2. Clearly state whether or not you can provide all of the types of supplies and services listed in the draft SOW. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.). 4. Technical and Contract/Admin point of contact(s) (name, phone, and email for each contact). All responses to this market survey must be received by 5:00 p.m. CST, 04 May 2018.
