Scope of Services
The Wilshire Center Active Transportation Network Visioning project will deliver safe, connected neighborhood streets for walking, cycling, and rolling in the Wilshire Center/Koreatown neighborhoods of Central Los Angeles. The project is intended to remove barriers to active travel, address critical safety needs, and connect destinations within the project area, which is defined by 4th Street, Pico Boulevard, Vermont Avenue and Western Avenue. The project will implement improvements to address gaps in an active transportation network that serves multiple LADOT Safe Routes to School (SRTS) Top 50 schools, representing the highest need areas in the City of Los Angeles. By co-powering historically-excluded groups through inclusive programming, collaborative plan development and rapid implementation, the project prioritizes authentic engagement.
This project supports the goals outlined in the adopted 2020 Connect SoCal, the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) Active Transportation Technical Report. This project supports regional planning by advancing active transportation in local jurisdictions, supporting equitable public engagement, reducing motorized VMT and aims to reduce local and regional GHG emissions.
A Quick Build is a pilot infrastructure project that provides opportunities for jurisdictions to trial active transportation and first/last mile infrastructure countermeasures using Phase I materials (i.e. protected bike lanes, curb extensions, high-visibility crosswalks, scramble crosswalks, cycle track, etc.), engage the local community, collect and evaluate feedback and data, and help expedite the permanent build-out of feasible active transportation infrastructure treatments. Quick Build projects allow moderate design flexibility to anticipate adjustments and immediately implement safety needs, allowing a community to benefit quickly from improvements, and to test out and provide input before the treatments are installed permanently.
The project shall contribute to and utilize SCAG’s Active Transportation Database. The Regional Active Transportation Database (ATDB) is used to collect and map bicycle and pedestrian count data at specific locations to help determine where walking and biking are occurring, compare it to collision data, and plan for infrastructure improvements.
Through SCAG’s established, award-winning Go Human program model, the consultant shall implement one Go Human event aligned with the Quick Build project. Go Human events provide an opportunity to educate and engage residents and stakeholders on active transportation safety and encouragement and showcase innovative design treatments that are catalytic in maximizing walking and biking in the community. The Go Human event of the Quick Build will help maximize opportunities for public input and build excitement around the project.

Network Implementation Goals
● Complete a high priority, high-value section of the network through Quick Build installation that safely connects to existing and planned bicycle network facilities on 4th Street, 7th Street and 11th Street, actualizing the vision of the Mobility Plan 2035.
● Plan and implement safe connections between the SRTS Top 50 schools.
● Improve access to transit in the project area with first/last mile connections identified and prioritized by the community, measured by plan connectivity to transit stops and qualitative survey data.
● Improve access to regional job centers and economic opportunities, measured by the Conveyal Analysis accessibility tool.
● Collect data to further develop existing Level of Traffic Stress (LTS) analysis and database.
● Prepare highly competitive, application-ready plans for Caltrans Active Transportation Program (ATP), Sustainable Growth Council grants, and other funding programs.
Co-Education and Community Empowerment Goals & Outcomes
● Build trust and relationships between LADOT and the community, measured by participation of previously excluded or underrepresented community members and new Community Based Organizations (CBO) partnerships.
● Engage stakeholders and community members historically excluded from the planning process by using culturally-relevant activities and materials, measured by survey participation that is proportionate to (or over representative of) demographic data
● Demonstrate proposed project components before delivery by implementing a minimum of 3 Pop-Up events within the project area
● Support CBO partner capacity-building by co-developing street safety and civic engagement materials
Safety & Community Health Goals & Outcomes
● Increase mode share of walking among students at partner schools within the project area
● Improve perception of street safety in the project area
● Support increased number of people walking and cycling at key locations
● Create a baseline pre-project air quality measurement for future evaluation
Departmental Capacity-Building Goals & Outcomes
● Develop departmental protocols and plans for Quick Build strategies, building internal capacity for scalable implementation, resulting in a documented process for a set of quick-build project components
● Identify and test a greater range of potential quick-build materials previously not used by the City.
● Conduct validation analysis of Stress Free Connections LTS analysis, contributing to ongoing use and understanding of its methodology
