There are three unique projects within this Request for Qualifications (RFQ) #274-SM2022-0029 that are supported by the City of Raleigh’s ARPA funding allocation, and the most qualified firm(s) are desired to contract for professional engineering consulting services involving final planning, engineering design for construction, and engineering support services during construction, as may be applicable. Time is of the essence for qualified firms in responding to this RFQ and for ultimate delivery of successful services supporting Stormwater’s ARPA projects. A high-level and preliminary envisioned scope of services is provided in Section 4 of this document. The City enlists and prepares 21st Century staff with the skill sets to carry out the duties of the City through transparent civic engagement and by providing the very best customer service to our citizens. https://www.ips.state.nc.us/IPS/ 4 The City of Raleigh Stormwater Management Utility/Program provides and funds comprehensive public stormwater services for Raleigh residents. Stormwater services include capital improvement projects, regulatory compliance and development review, floodplain management, erosion and sediment control, asset management and drainage system maintenance, master planning, water quality retrofit programs, utility administration, and public outreach, education, and involvement. The City’s Stormwater Program has recently received local official approval for a portion of the City’s American Rescue Plan Act (ARPA) funding to be allocated to up to five high priority stormwater capital improvement projects. In identifying the priority projects, Raleigh has placed heightened emphasis and priority upon underserved areas of the Raleigh community as well as areas of higher social and economic vulnerability. Moreover, the projects are also developed and envisioned to incorporate a multi-departmental and strategic approach to help maximize the benefits of the five stormwater management projects for the community. The ARPA funded projects also provide opportunities to meet multiple and diverse needs of the community that are directly or indirectly associated with stormwater improvements. For example, as Raleigh works to lessen flood hazards and incorporate green stormwater infrastructure (GSI), the local and broader community can benefit from improved safety, improved water and air quality, and more sustainable and resilient infrastructure. Underserved neighborhoods can receive immediate and tangible benefits and improvements that also help create a more connected and well-managed stormwater system for Raleigh. Three of the recently approved stormwater projects supported by ARPA funding are part of this RFQ for consulting engineering services and are as follows: Project 1 – Rose Lane Area Neighborhood Flooding - Plan/Design Safe Access Project 2 - Lions Park Green Stormwater Infrastructure Retrofits Project 3 – Green Stormwater Infrastructure (GSI) to Mitigate Stormwater and Heat Island Effects Key goals of the ARPA-funded Stormwater projects are: >To help mitigate stormwater impacts in disproportionately impacted and vulnerable communities. >To focus on projects that benefit public health and safety and the environment through green and natural applications. >To collaborate within Stormwater and with other City Departments and initiatives to multiply overall benefits. >To deliver the projects within ARPA funding deadlines. A virtual pre-submittal conference is planned for this RFQ. Please refer to RFQ Section 1.3 for more information including web link for joining the virtual pre-submittal conference event. Prospective Proposers are encouraged to submit written questions in advance. 1.5 Questions Requests for clarification and questions to this RFQ must be received by the City not later than the date shown above in Section 1.3 RFQ Timeline, for the submittal of written inquires. The firm’s failure to request clarification and submit questions by the date in the RFQ Timeline above shall be considered to constitute the firm’s acceptance of all City’s terms and conditions and requirements. The City shall issue addenda reflecting questions and answers to this RFQ, if any, and shall be posted to North Carolina Interactive Purchasing System (IPS). No information, instruction or advice provided orally or informally by any City personnel, whether made in response to a question or otherwise in connection with this RFQ, shall be considered authoritative or binding. Respondents shall be entitled to rely only on written material contained in an Addendum to this RFQ. It is important that all Respondents submitting to this RFQ periodically check the North Carolina Interactive Purchasing System (IPS) for any Addenda.
