Description: Description:INTRODUCTION The Village of Franklin Park, Illinois (“Village”) invites the submission of Statement of Qualifications (SOQ) from professional design and engineering services firms (“Respondents”) for Phase 1 and Phase 2 Engineering for the “Grand Avenue at George Street Intersection Improvement Project (“Projects”). The intent of the SOQ is to identify qualified Respondents having demonstrated experience, expertise and resources to provide the requested services as further described in the Project Scope. BACKGROUND The Project is in the Village of Franklin Park, Cook County, Illinois. The Village of Franklin Park, along the southeastern edge of O’Hare International Airport, borders the
future I-490 to the west and the Village of River Grove and City of Chicago to the east (see Project Location Map). The Village is requesting statements of qualifications from qualified professional engineering consultants to prepare and obtain approval for a Phase 1 intersection design study and project development report for the Grand Avenue at George Street Intersection Improvement Project, as well as Phase 2 design and preparation of construction plans, specifications, and contract documents for the Project. PROJECT SCOPE The Village of Franklin Park is interested in improving the intersection of Grand Avenue and George Street through the evaluation and inclusion of a new traffic signal. Grand Avenue is a heavily traveled 4-lane arterial roadway running along a commercial corridor. The intersection of Grand Avenue and George Street is located approximately 1,000 feet east of the signalized intersection of Grand Avenue and Mannheim Road. This intersection provides access to a large commercial retail facility on the south side of Grand Avenue and a residential area to the north. The current intersection allows for unrestricted ingress and egress to and from the south. George Street to the north of Grand Avenue is a one-way street restricting northbound traffic. The intersection to the west of George Street is a one-way northbound roadway and the intersection to the east allows travel in both directions, neither is a signalized intersection. The Village is seeking to improve access and safety at the George Street intersection. Grand Avenue is a state highway, therefore any improvements at this location will require the approval of the Illinois Department of Transportation, as well as the Federal Highway Administration.
