Request for Information For Soldier Virtual Trainer Joint Fires Trainer and Use of ForcePurpose: This Request for Information (RFI) is seeking to refine and clarify Soldier Virtual Trainer (SVT) Joint Fires Trainer (JFT) and Use of Force (UoF) requirements/statements of needs, as well as to better understand industry capabilities and potential vendors. The Government anticipates this RFI will lead to a future Request for Solutions (RFS) release that may result in one or more Other Transaction (OT) Agreement(s) prototype system solution(s), in accordance with the authority of Section 4022 of Title 10, United States Code (10 U.S.C. §4022). After receipt of responses to this RFI, the Government may engage certain RFI respondents at its discretion for further discussions regarding their responses.Summary: SVT seeks to develop a training system that supports three training capabilities through the SVT Core. The SVT Core is centralized common hardware and software supporting three training
capabilities: Weapons Skills Development (WSD), JFT, and UoF. SVT will provide Soldiers the ability to pre-qualify and certify with WSD, UoF, and JFT tasks. SVT will increase the quality and quantity of realistic training task repetitions, accelerate and sustaining Soldier skill target acquisition, and increase Soldier lethality and unit readiness. SVT will optimize training delivery through the employment of display technologies that provides a realistic environment to meet individual training tasks.The goal for SVT Core is to integrate into the Synthetic Training Environment Software (STE-SW). STE-SW consists of Training Simulation Software (TSS), Training Management Tool (TMT), and One World Terrain (OWT). SVT Core and WSD have been previously awarded and are currently in development. The focus of this RFI is JFT and UoF only.JFT Problem Statement: The Army is seeking to replace the legacy training device Call for Fire Trainer III (CFFT III). CFFT III is nearing its end-of-life cycle. To fill this training gap, the Government is seeking a JFT capability that uses advanced technology while maximizing Soldier participation and throughput in Joint Fires training.The Government is seeking interest from Industry to provide an advanced solution that operates with the SVT Core, is portable and utilizes leading technology to train the Solider in Joint Fires Training.The intent is to achieve a rapid JFT solution with advanced technologies leveraging Commercial off the Shelf (COTS) and Government off the Shelf (GOTS) products. The vendor will provide hardware and software solutions for this capability.Training Capabilities: The JFT capability supports individual tasks and certification for Military Occupational Specialty (MOS) 13 A/F and 18 Series, Joint Fire Support Specialists, Field Artillery Officers, and Joint Fires Observer (JFO) as outlined in TC 3-09.8, TC 3-09.3, JP 3-09, JP 3-09.8, and JFO Memorandum of Agreement (MOA) Change 4 (22 February 2022). Requested Information: For the government to understand your current Joint Fires virtual training solution, please respond with a white paper outlining current capabilities and answering the following questions (elaborate all answers):What rendering engine is utilized in your solution?Can your solution integrate with third party vendors?The SVT Core is currently being developed with the WSD capability and a draft Product Development Kit (PDK) will be available. The SVT Core will need to support WSD and JFT and integration with STE-SW. Discuss any relevant experience you have with similar efforts and how would you approach integration of the new SVT capabilities?How many Soldiers can your solution train simultaneously?What capabilities does the instructor have in your solution?What computational, visual and device hardware is included in your system?Is your entity behavior passive or active to the scenario?What type of training scenarios are currently included in your solution?Does your solution provide a damage model to visualize proper munition effects on entities?Has your system been accredited and/or certified?How does your solution meet the training needs of the Army JFO? What separates your system from others?SVT is being developed under the STE family of products which prioritizes a Modular Open Systems Approach (MOSA). This approach maximizes a modular system design that utilizes common hardware, software and interfaces and system architecture that allows severable major system components at the appropriate level to be incrementally added, removed, or replaced throughout the life cycle. Please describe your experience with similar efforts and how you would approach the system design and integration of the JFT capabilities using MOSA.Provide any recommended acquisition or technical approach that the Government should consider for this effort.UoF Problem Statement: Army Military Police (MP) lack a current program of record to train its force. The Government is seeking interest from Industry to provide an advanced solution that operates with the SVT Core, is portable and utilizes leading technology to train the Solider in Use of Force. To fill this training gap, the Government is seeking a UoF capability that uses advanced technology while maximizing Soldier participation and throughput in UoF training. The intent is to achieve a rapid UoF solution with advanced technologies leveraging Commercial off the Shelf (COTS) and Government off the Shelf (GOTS) products. The vendor will provide hardware and software solutions for this capability. Training Capabilities: The UoF capability supports an individual capability to meet current Army doctrine and qualification standards. UoF trains Soldiers to exercise cognitive skills, rapid decision-making, and target acquisition within a simulated environment. UoF training scenarios supports Law Enforcement Weapons Training and Qualification (LEWTAQ) TC 19-220, Law Doctrine training IAW DODD 5525.15, Law Enforcement (LE) Standards and Training and AR 190-14, Carrying of Firearms and Use of Force for Law Enforcement and Security Duties. The current lethal and non-lethal (NL) devices, munitions, and effects demand the user to determine the appropriate level of force, select the correct device, and comply with doctrine, legal policy, and guidance for NL device employment.
