Veteran Owned Small Business Set-Aside Sources Sought The St. Cloud VA Healthcare System requires Library Cataloging Services in accordance with the Statement of Work (SOW), see below. This is a sources sought/proof of capability solicitation looking for SDVOSB or VOSB to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. Medical Library is a federal library whose purpose is to provide library support services to STC staff. VHASTC Medical Library has a requirement for the cataloging of approximately 200 items which include books, serials, sound recordings, and visual materials in the language of English. The Period of Performance for this requirement shall be 1, Base Year extending 12 mo from date of awarded, 4 subsequent 12 month Option Years to be exercised at the discretion of the Government. The successful Vendor shall use National Library of Medicine (NLM) classification and Medical Subject Headings (MeSH) and provide a digital MARC file for each item cataloged to the Government s Post-award POC (PPOC). TABLE OF CATALOGING AND PHYSICAL PROCESSING REQUIREMENTS Cataloging Call number NLM Classification type/scheme: NLM Subject headings: MeSH Cutter scheme: Cutter-Sanborn Three-Figure Author Table, Swanson-Swift revision, 1969 MARC field & subfields: 060, 1st indicator blank, 2nd indicator 4, Cutter number, workmark, and date of publication will be added in subfield b. Multivolume serials: will create a record for the multi-volume set or serial as appropriate. PHYSICAL PROCESSING Labels: (width x height) 1 in x 1.5 in, white Attachment of labels: Â1⁄4 inch from the bottom of the spine; items with narrow spines, spine labels, and covers will be attached to the lower-left corner of the front cover. MARC file format-.txt file TRIAL RUN: Upon award, VHASTC will ship the 200 items to be cataloged, FOB Origin , to the Vendor. Vendor shall confirm receipt via email to the PAPOC. Vendor shall then proceed to catalog an initial 25 items. These items and corresponding MARC files shall be returned to the VHASTC Medical Library PAPOC FOB Destination within 30 days of Vendor receipt of the initial shipment. VHASTC will review both, the MARC files and the physical items to determine compliance with the terms of the requirement within 14 days. Should there be discrepancies, Vendor shall work with the PPOC to correct the errors at no additional expense to VA. COMPLETED ITEMS: Upon receipt of approval of the initial 25 items catalog for review, by PAPOC, the Vendor will proceed with cataloging of the remaining items. Cataloged items shall be returned in quantities of no more than 50 items per shipment until all 200 items have been cataloged. Each shipment to VA shall ship FOB Destination and possess a tracking number. Notification of shipment of cataloged items shall be conducted via email to the VA PAPOC within 15 hours of shipment. Notification of shipment shall contain, the ship date , the tracking number, and corresponding MARC files for the items shipped within the same email message. Improperly/incorrectly cataloged items shall be returned to the Vendor FOB Origin for correction at no additional cost to VA. Items lost or damaged while in the custody of the Vendor shall be replaced by the Vendor at no additional cost to VA. If no replacement for the item(s) can be found, the Vendor shall reimburse VA for the cost of the item(s). Fair market value shall be used to determine the amount VA will be reimbursed for any lost item(s).
