An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:Applicant: Hilcorp Alaska, LLC 3800 Centerpoint Drive, Suite 1400 Anchorage, AK 99503 Proposed Activity: Review of a major amendment application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Milne Point Unit (MPU), Endicott, Northstar, and Point Thomson Unit (PTU). The amendment application is submitted to address the addition of the PTU facilities and the removal of the Greater Prudhoe Bay (GPB) facilities to the Oil Discharge Prevention and Contingency Plan. MPU consists of a central facilities pad with operations and processing facilities, oil piping, oil storage tanks, and
gravel pads with production wells. Endicott is an offshore facility comprised of three manmade gravel islands which include production wells, a processing facility, oil storage tanks, and accompanying oil piping. Northstar is a self-contained offshore manmade gravel island which consists of a processing facility, production wells, oil piping, and oil storage tanks. PTU drilling and production facilities consist of a Central Pad for production facilities, fluid transfers, flow lines, aboveground oil storage tanks, secondary containment areas, and facility piping.Location: The Milne Point Unit is 25 miles northwest of Prudhoe Bay, Alaska. Endicott is 15 miles east of Prudhoe Bay, Alaska. Northstar is located approximately 6 miles offshore of Point McIntyre.
