Notice of Intent to Sole Source to Comsat, Inc.

This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis with COMSAT. (CAGE: 1VZG9) of 2550 Wasser Ter Ste 6000, Herndon, VA, 20171-6380. The requirement is exclusively for Iridium Certus Satellite Communications (SATCOM) network airtime for Thales Vessel Link 350 Terminals. The Iridium network extends the reach of terrestrial and cellular infrastructure with mobile communications capabilities for supporting the connectivity needs of autonomous systems regardless of location, terrain, or weather. Iridium's global, low-latency data services provide solutions for transmitting voice and data messages between autonomous, remote vehicles and centralized computer systems. The Government intends to negotiate solely with COMSAT Inc. under the authority of FAR 13.106-1(b). FAR Part 13,
