SOURCES SOUGHT NOTICE Reference Number # DOIAFBO210051 Family and Child Education Services Program Location: There are 48 locations spread out across the following states: Arizona, Michigan, Minnesota, Mississippi, New Mexico, North Dakota, South Dakota, Utah, Washington, and Wisconsin. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE BUREAU OF INDIAN EDUCATION (BIE). The appropriate Northern American Industry Classification System (NAICS) code for this project is 611710, Educational Support Services, and the Small Business Size Standard is $16,500,000. Small Businesses are reminded under DIAR 1452.280-3 Subcontracting limitations; they must perform at least 50% of the cost of the contract, not including the cost of materials, with the firm's own employees. Include the
percentage of work that will be self-performed on this project, and how it will be accomplished. Proposed Subcontractor experience will not be considered for ISBEE capability purposes. REQUIREMENT: The Bureau of Indian Education (BIE) is seeking contractors for the following services: The scope of this statement of work is to acquire professional services to provide comprehensive, effective, and quality adult and early childhood education including parenting education promoting student academic achievement beginning in the earliest years of life with direct daily involvement of parents in developmental learning activities. The overall goals of the BIE FACE Program are to: ¿ Support parents/primary caregivers in their role as their child¿s first and most influential teacher ¿ Strengthen family-school-community connections ¿ Increase parent participation in their child¿s learning and expectations for academic achievement ¿ Support and celebrate the unique cultural and linguistic diversity of each American Indian community served by the program ¿ Promote lifelong learning and school readiness The Family And Child Education (FACE) Program is a culturally appropriate family literacy, adult and early childhood education, parental involvement model which provides for and promotes educational services for all children prenatal to third grade and their parents in three (3) settings: 1) Home 2) Bureau of Indian Education funded schools in center based for 3-5 year old children and adults 3) Kindergarten through third grade. The BIE FACE program is currently in its 30th year of operation. The FACE Program addresses national educational goals as identified in the Elementary and Secondary Education Act. BIE anticipates issuing two (2) separate contracts: one for center-based services and one for home-based services and will consider annual renewal options. Scope of Work components for this Sources Sought Notice include the following tasks: CENTER-BASED - OBJECTIVE 1: To execute and develop a comprehensive professional development system of training involving face-to-face and virtual learning professional development meetings--to support the successful implementation of the Family And Child Education (FACE) Program for 3-5 year old children and adults in center-based settings. The system will employ research-based strategies to support the implementation of high-quality family engagement, family literacy, preschool and adult education programming. Benchmarks will be used to measure program success and provide feedback for continuous improvement. OBJECTIVE 2: To provide ongoing technical assistance to the BIE and staff of the 48 FACE sites. Including site visits, virtual meeting and phone calls to provide technical assistance and ongoing support for program development. OBJECTIVE 3: To provide culturally relevant family engagement and family literacy resources and services for preschool and adult educators serving 3-5-year-old children and adults participating in FACE. Both digital and print delivery methods will be utilized to distribute family literacy, preschool and adult education products and services. OBJECTIVE 4: To provide reports to FACE sites and the Bureau of Indian Education to insure the use of benchmark data for the continuous improvement process. Data will serve as a central topic of conversation for ongoing professional development. HOME-BASED - OBJECTIVE 1: To execute and develop a comprehensive professional development system of training involving face-to-face and virtual learning professional development meetings--to support the successful implementation of the Family And Child Education (FACE) Program for prenatal to Kindergarten 3 years of age, home-based settings. Benchmarks will be used to measure program success and provide feedback for continuous improvement. OBJECTIVE 2: To provide ongoing technical assistance to the BIE and staff of the 48 FACE sites. Including site visits, virtual meeting and phone calls to provide technical assistance and ongoing support for program development. OBJECTIVE 3: To provide culturally relevant family engagement and family literacy resources, books, materials and services for parent educators serving prenatal to Kindergarten 3-year-old children and adults participating in FACE. OBJECTIVE 4: To provide reports to FACE sites and the Bureau of Indian Education to insure the use of benchmark/standards data for the continuous improvement process. Data will serve as a central topic of conversation for ongoing professional development.
