UPDATED 2/1/2024 The following documents have been uploaded to Sourcing Event 0000008997 in the SF City Partner Portal: RFQ Questions and Answers, Part 1 CMD Information Meeting Slides, Part 2 CMD Information Meeting Slides, and CMD Information Meeting Attendee Count. --- On April 7, 2022, the Controller’s Office established a pool of suppliers with demonstrated successful experience in Stakeholder Outreach Engagement; Biennial City Survey; and Miscellaneous Data Collection Services, that are prequalified to enter into contract negotiations with the City and County of San Francisco (“City”). Pursuant to San Francisco Administrative Code Section 21.4 (d) (3), the City intends to re-open the pool. Firms prequalified under the existing pool are not required to take any action to remain prequalified under this midterm opener RFQ, but may choose to submit updated information regarding their qualifications. Should firms prequalified under the existing pool choose to submit an updated

proposal, it will be subject to the new evaluation. Background This Request for Qualifications (hereinafter “RFQ” or “Solicitation”) is being issued by the Controller’s Office (hereinafter, “CON” or “City”). CON on behalf of all City Departments, is seeking to create a list of qualified suppliers (“Proposers”) for conducting public and Stakeholder Outreach, engagement, data collection, and/or data analysis (“Proposals”). The City seeks Proposals from Firms demonstrating successful experience in one (1) or more of the following five (5) Service Areas for which the City may require service: Service Area 1: Stakeholder Outreach Services; Service Area 2: Stakeholder Engagement Services; Service Area 3: Stakeholder Facilitation; Service Area 4: Biennial City Survey; and Service Area 5: Miscellaneous Data Collection. Proposers must have experience conducting public and Stakeholder Outreach, engagement, data collection, and/or data analysis, as described in this document. The Service Areas specified in this RFQ are separate and distinct, and Proposers are encouraged to respond only for those Service Areas in which they can demonstrate sufficient experience and qualifications. Anticipated Term The anticipated contract term for contracts resulting from this RFQ may last two (2) years, with the option to extend the contract for up to three (3) additional years. Actual contract term may vary depending upon service and project needs at the City’s sole, absolute discretion. Anticipated Not to Exceed Amount For each contract resulting from this RFQ, the anticipated not-to-exceed contract budget may range from $5,000 to $500,000 per year.
