The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified software providers to provide Grand Blanc Community Schools with a comprehensive, fully integrated, operational, student information system (SIS). Grand Blanc Community Schools is seeking an interested company that can provide a solution to address current and future SIS needs. The system must be Michigan Data Hub compatible. Project Background/Description Grand Blanc Community Schools is a large Pre K-12 public suburban school district 76 miles north of Detroit, Michigan and approximately seven miles south of Flint, MI. The district is investigating the possibility of a new district information system to consolidate the number of current systems within the district as per our 2023-2028 Strategic Plan. Our district currently has around 7,800 students in Pre-K – 12th grades located in one high school (9-12) with two buildings, two middle schools (6-8) eight elementary buildings (K-2, 3-5, of K-5), and
one school with grades 2-8. In addition, we have a virtual K-12 school located online and in our high school. Our district has approximately 1,000 employees including 450 teachers and 30 administrators. We are currently using the Synergy Information System along with the Jupiter / Juno gradebook and assessment system. Other ancillary systems include Meal Magic, Blackboard Communications through Final Site, Classlink, Go Guardian, Bark, EduPlan with Easy IEP, Crowdstrike, Docusign, Informed K-12, FMX, Destiny, Google, Seesaw, We Video, and School Pay, in addition to some others. Though our immediate need is to replace the SIS, we are looking strategically towards the future and want to partner with a vendor that, over time, will allow us to consolidate our various separate data systems into less overall systems. Therefore, although we may ask for information on capabilities outside of the realm of a traditional student information system we are primarily focused on replacing our current SIS. Vendors may not have the entire functionality suite that we have asked for in this RFP; this is to be expected. We ask that all vendors answer each area of our RFP as thoroughly as possible and not to be discouraged if large areas of functionality cannot be provided. The SIS must provide functionality to support classroom, school, community, administration and district student records administrative functions appropriate for a public K12 district The SIS is required to be an existing, integrated software system that incorporates the operational functions described in this RFP. II. GENERAL INSTRUCTIONS AND CONDITIONS A. GENERAL INSTRUCTIONS A-1 INTENT TO RESPOND: The vendor must respond via email to Herb Wansitler, hwansitl@gbcs.org by April 15, 2024, 1:00 p.m., Eastern Daylight Savings Time with the company name, contact name and email of the vendor representative who should indicating the intent to respond to this RFP. The email will be used to send electronic versions of the cost analysis spreadsheet and vendor questionnaire or to receive any addendums or changes to the RFP process outlined. Grand Blanc Community Schools REQUEST FOR PROPOSAL STUDENT INFORMATION SYSTEM (SIS) 4 A-2 DUE DATE: All information requested must be completed and submitted by Tuesday, April 23, 2024, 1:00 p.m. If the required information is not submitted in a timely manner, the proposal will be deemed non-responsive and returned to the proposer unopened. Three original paper copies of the RFP response (3 Original) and two electronic copies on flash drives must be submitted. (Refer to section III-B – Submittal Requirements.) A-3 COMPLETE RESPONSES: Vendors must respond in each and every area as specified in the RFP documents. If the proposal is not complete, it may be deemed non-responsive. Accuracy of the proposal is the responsibility of the vendor. All proposals shall be reviewed to verify that the responder has met the minimum requirements of the RFP. Responders shall follow the formatting requirements of the RFP in order to facilitate the review process for Grand Blanc Community Schools. A-4 PROCESS: This is an RFP/Competitive Negotiation process. Grand Blanc Community Schools reserves the right to negotiate any or all components of each proposal submitted. From the time the proposals are submitted until the formal award of a contract, each proposal is considered a working document and as such will be kept confidential. The negotiation discussions will be held as confidential, as well, until such time as the award is completed. B.
