DSB Seeking Custom Food Trailer DSB RFQQ – No. VR24-0009 The Washington State Department of Services for the Blind (DSB) is issuing this Competitive Solicitation pursuant to RCW 39.26. Pursuant to this Competitive Solicitation, DSB intends to conduct a competitive procurement to award an Agency Contract for DSB to purchase a towable fully operational custom-built food trailer. The Department of Services for the Blind is the state's vocational rehabilitation agency serving individuals with visual disabilities. DSB works with participants in making informed choices to achieve full community participation through employment, education, and independent living opportunities. The Business Enterprise Program (BEP) provides self-employment opportunities for qualified, trained, VR participants opportunities for qualified individuals to operate concession services in government buildings. The program provides these opportunities through the Federal Randolph-Sheppard Act. DSB is seeking to add a

food trailer to its portfolio of existing entrepreneurial food service opportunities (cafés, espresso stands, micro markets, snack stands, traditional vending, cafeterias in government buildings). The goal is to include equipment in the trailer that lends itself to producing a wide variety of fresh simple menu options. DSB’s Business Enterprise Program is requesting proposals from qualified vendors who have the capability, expertise, and capacity to design, build and outfit a food trailer food trailer to be delivered to Lacey, Washington by September 29, 2024. Submitted sealed bids will be evaluated on the proposed trailer specifications, layout/floor plan, ability to scheduled delivery deadlines, cost, and the bidders’ qualifications and experience in manufacturing food trailers for use in Washington state.
