The U.S. Consumer Product Safety Commission intends to award a sole source to the Communications Training Analysis Corporation (CTAC), 3120 Fairview Park Drive Suite 600, Falls Church VA 22042-4504 for the migration of additional CPSC websites to the Drupal 9 CPSC.gov site. The Communications Training Analysis Corporation (CTAC) competed among several GSA Vendors back in Fiscal Year (FY) 2015 and won the right for the development and implementation of the Consumer Product Safety Commission’s (CPSC) current Web Content Management System (WCMS) Drupal for the CPSC.gov website. CTAC has been providing the ongoing operations and maintenance support of the CPSC.gov website since FY16 which they also competed for and won among GSA vendors. CTAC also provides CPSC’s Amazon Web Services. In FY22, the services were recompeted among several GSA vendors and CTAC won the recompete. The Drupal platform has been upgraded several times by CTAC to its current version Drupal 9.Given the fact that CTAC
provides CPSC with services as a Platform as a Service (PaaS), it is not technologically viable to utilize alternate providers for the migration of additional CPSC websites to the existing Drupal 9 platform. CPSC would incur additional costs, system and operation interruptions, schedule delays, and increase the risk to the agency of not being able migrate the site to a more secure platform and satisfy National Institute of Standards and Technology (NIST) Plan of Action and Milestones (POAMs) security vulnerabilities. This notice is NOT a request for competitive quotes; however, any firm that believes it can supply the service may give written notice to the Contract Specialist via email at ggrayson@cpsc.gov, by 3PM EST on January 30, 2023. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL, to the above listed email address, Attn: Greg Grayson, Contract Specialist. NO TELEPHONE REQUESTS. Responses will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CPSC will proceed with negotiating a sole source award to CTAC.
