Miter Gate Hydraulics Upgrades, Emsworth Locks and Dams, Ohio River, Pennsylvania, SynopsisThe U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the upgrade of the miter gate hydraulics systems at Emsworth Locks and Dams, Ohio River, PA. The contract generally includes the installation of four (4) dedicated hydraulic power units (HPU) on the main chamber with new variable frequency drive (VFD) motor control centers (MCC), installation of a new central HPU for the auxiliary chamber, demolition of the existing central HPU, and demolition of existing hydraulic pipes and valves associated with the main chamber. The major features of the requirements are identified below:The contract specifically includes:Installation of additional shutoff valves on the middle wall oil piping to enable removal of the main chamber miter gate operating machinery from the existing central hydraulic network.Testing of existing fiber optic network and production of network
map.Furnishings and installation of four dedicated HPU, including raised concrete pads, protection, associated electronics and hardware, and hydraulic oil, by each of the miter gate locations on the main chamber.Furnishing and delivery of spare dedicated HPU.Furnishing and installation of VFD control MCCs on the land and middle walls.Furnishing and installation of new auxiliary chamber HPU on middle wall, including all associated electronics and hardware.Furnishing and delivery of spare motor and pump for auxiliary HPU.Furnish and install new miter gate position feedback sensors.Modification of existing control software to allow for automated miter gate operation and HPU monitoringDemolition and disposal of existing HPU located in the middle wall operation building. This includes all motors, pumps, reservoir, raised skid, associated piping, and proper disposal of hydraulic oil.Demolition and removal of all existing hydraulic oil lines on the land wall, including all lines for pressure, return, drain, and filling, valving, and proper disposal of hydraulic oil.Integration of new system with existing fiber optic communication cabling.Removal and proper disposal of hydraulic oil will be required. Removal and proper disposal of electrical equipment will be required. Ferrous and all other construction waste material will be disposed of at commercially permitted facilities licensed to accept waste or recyclable materials as applicable.Construction work will occur in close proximity to waterway traffic and operating lock and dam gates. The existing lock chambers and dams are currently operated and staffed by Government personnel 24 hours a day 365 days of the year.Lock closures for installation and testing of new equipment will be required to be minimal and at the approval of Government.The work shall be completed within 450 calendar days after written Notice to Proceed.  The estimated cost of the proposed work is between $5,000,000 and $10,000,000.The acquisition will be procured as Full and Open Competition.  The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 28 April 2022, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored.The North American Industrial Classification System (NAICS) Code for this acquisition is 237990 - Other Heavy and Civil Engineering Construction.  The Small Business Size Standard for this NAICS Code is $39,500,000.00. In order to submit a Bid on this project, your company must-Have a Unique Entity Identifier (UEI) Number. Currently, considered as the DUNS. This is a unique nine-character identification number that is provided by Dun & Bradstreet (D&B) free of charge.  Be registered with an active registration on the SAM website as an Entity. There is no cost to use SAM. It is MANDATORY that all vendors be registered on the SAM.gov website in order to receive contracts.Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the Proposal Manger role.Requesting a Unique Entity Identifier Number (DUNS)Requesting a Unique Entity Identifier (UEI) takes about 10 minutes.
