Intent to Sole Source

The U.S. Army Contracting Command- Aberdeen Proving Ground (ACC-APG) Division D, APG, MD 21005, on behalf of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE) intends to award a Firm Fixed Price (FFP) type contract on a sole source basis to Quantitative Software Management (QSM) Incorporated, 2000 Corporate Ridge Ste 900, McLean, VA 22102, CAGE Code: 1Z153 for renewal of the Software Lifecycle Management (SLIM) Estimate Software Suite Site Licenses, Training, and Implementation Support. Under the contemplated contract, QSM shall provide software licenses for the QSM SLIM suite of tools, implementation and technical product support, and maintenance upgrades and software enhancements. The contractor shall also provide Army cost community training, as well as consulting to generate data driven models. The anticipated period of performance shall be for one (1)-year base period and five (5) 1-year option periods.The Government intends to negotiate on a sole source bases with Quantitative Software Management (QSM) Corporation under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(A), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.Responsible parties may identify their interest and capability to respond to this requirement no later than 6 May 2021.
