PROJECT SCOPE
It is the intent of this RFP is to obtain an annual agreement for
medical claims clearinghouse services for the City of Grand Prairie Fire
Department (the “Department”). The services should
complement the billing software to provide timely, complete, and
accurate insurance claims processing. Currently, the City utilizes ESO
Solutions, Inc. Electronic Health Record (EHR) billing software,
formally known as ESO ePCR. The services should include but not be
limited to sending medical claims electronically, taking credit/debit
card payments for ambulance bills/annual subscription fees, download
electronic remittance advice, supply patient statement services, and
correct address issues with patient bills.
The contract will be awarded
on or after March 19, 2019.

BACKGROUND
The Department provides emergency medical services and transportation
to the City of Grand Prairie and surrounding areas. The Department
performs over 8,700 trips annually and generated $2.7 million dollars in
revenue for the City in 2017. Ambulance transportation billing is
performed by the Department. As a medical provider, the Department
processes payments from public and private benefit plans, as well as
self-pay accounts. The Department employs three (3) medical billing
specialists and processed 6,517 claims in the 2018 fiscal year. The
Department presently processes an average of 543 insurance claims per
monthly billing cycle. The medical claims clearinghouse will work
directly with the Department to securely and electronically transmit
medical claims to insurance companies and to electronically verify
patient eligibility and insurance coverage.
