City of Seaford Integrated In-Car Body Worn & Interview Room Camera System for the Seaford Police Department 1/27/2021 Bid Addendum #1 Please note the following questions received by the City from potential RFP respondents and answers provided by the City as clarification to the Integrated In-Car Body Worn & Interview Room Camera System RFP for the City of Seaford Police Department. RFP responses must be submitted in a sealed envelope, addressed ATTN: Charles Anderson, City Manager, City of Seaford, P.O. Box 1100, Seaford, DE 19973. The outside of the envelope must be marked “Attn: City Manager, Integrated In-Car Body Worn & Interview Room Camera System,” and the respondents name shall be shown thereon. All proposals must be made on the bid form provided in the specifications. All
proposals must conform to the published documents. Any exceptions will be evaluated for suitability and acceptance is at the sole discretion of the owner. Technology Information and Requirements’, the RFP states “All potential vendors must provide detailed and specific information on the following characteristics and requirements of their body-worn camera systems”, and lists 33 separate requirements for which vendors must provide a response. Will the City clarify that the vendors written responses to these 33 listed requirements do not count against the RFPs stated 20-page limit? The potential vendors may provide written responses to the 33 listed requirements that do not count against the RFPs stated 20-page limit. The City request that responses be succinct and to the point to the extent possible. 2. In how many locations does the City anticipate for the uploading of body worn camera video? One Location – 300 Virginia Avenue, Seaford DE. Seaford Police Department 3. Would the City provide the proposed budget for the camera system program? The City has identified grant funding to assist with the system deployment and has local budget funds available for the project. 4. The RFP states that the City presently has a legacy in-car camera system. Will the City clarify which system, who the manufacturer is, and when the system was purchased and installed? L3 Mobile Vision is the current in-car system. It was initiated in 2010. 5. Would the City clarify whether the City seeks vendors to transfer data/video from their legacy in- car camera system to the new integrated video management and storage system? If so, will the City clarify the amount of data to be transferred, the format/characteristics of the data, and whether it is currently stored in a server on-premises server, or in a cloud-hosted environment? No – the city will not seek transfer of the old data/video 6. Has the City tested and/or demonstrated body worn camera systems, and/or in-car video recorder systems? If so, by which vendors? Yes: Customs, Axon and Watch Guard have each demonstrated either in person or virtually 7. Utility’s solution includes integration with CAD and offers the option of automatic recording triggered by CAD. Would the City provide the name of the City’s CAD provider/vendor/system? Tyler Technologies (New World CAD system). Joseph Wollyung -– 248-269-1000 ext. 1461 8. Would the City clarify whether patrol cars are equipped with mobile communication routers? If so, would the City provide the vendor, make and model? They are equipped with Cradle Point through Verizon 9. How many of the City’s marked patrol vehicles are equipped with cellular connectivity? 5 currently, with 3 - 4 vehicles having Cradle Point installed later this year. 10. Would the City identify the name of its cellular data provider? Do you have an unlimited and unthrottled data plan? Verizon, Unlimited and unthrottled plan 11. Will the City clarify if there exists any preferred project completion date and any other important milestone dates for the implementation? The department would like to have the project completed and in use by May-June 2021 or sooner. 12. Would the City be interested in a mobile license plate reader camera pricing option? Not at this time. 13. Will the City clarify if it intends to utilize state or federal grant funding for this acquisition? If so, will the City provide the grant source and any grant compliance requirements or terms that vendors would be required to meet? Currently, the department has secured a $15,000.00 grant through FY19 BJAG Law Enforcement ‘reverted funds.’ Formal approval is pending through Egrants (Delaware Criminal Justice Council.) 14. What is the City’s anticipated date for project execution? The department would like to have the projected completed and in use by May- June 2021 or sooner. 15. What is the City’s projected total budget for the 5 years of the contract? The City’s total budget for FY2021 was $26,011,305. 16. In order to calculate required storage space and required accessories: a. How many shifts per day? 2 b. How many hours per shift? 12 c. How many vehicles per shift? 5-7 d. How many Body Worn Cameras in use per shift? 5-10 e. At what resolution will videos be recorded, for both In-Car and Body Worn Cameras? 720p f. How many anticipated hours of recorded video, for both In-Car and Body Worn Cameras, per Officer per shift? Unknown g. Approximately how many hours of Interview Room video are recorded each month? 10-15 h. Will Body Worn Cameras be assigned or shared? Assigned i. How many locations / stations will be used for video and data transfer? Officer counts at each location? 1 location (at the police department). In addition, our vehicles are either equipped with Cradle Point or will be. 24 officers at the department would be assigned a BWC. j. How much time between shift turnover? None, BWCs will be assigned k. Will Officers return to their respective station at the end of each shift? Yes l. How many vehicles will be uploading In-Car Video at any given time? Approximately 4-8 m. How many Officers will be simultaneously uploading Body Worn Camera video at any given time? 5-10 n. What is the minimum retention for recorded videos? 1 year to 5 yrs, o. What is the maximum retention for recorded videos? Undetermined (homicides and other serious cases would be retained indefinitely. p. Approximately what percentage of videos are extended beyond the stated minimum retention? Approximately what percentage are at maximum? 1. 20 % beyond minimum 2. 5 % maximum 17.Can the City please confirm that the Vendor should include wireless access points as part of the proposal? We currently have L3 Mobile Vision access points installed outside of building for wireless downloads from patrol vehicles. a. Can the City please provide more information about the desired location (i.e., open lot, parking garage, etc.), coverage area, and existing network infrastructure? Covered area 18. Does the City require the Vendor to uninstall the existing In-Car Camera systems? b. If so, how many systems will need to be uninstalled? Yes, 9 19. How many individuals/workstations will the City have dedicated for redaction duties? 1 20. Would the City consider increasing the 20-page limit for the proposal? With the amount of detail and information specifically required, it would be very difficult to properly address everything within the current limit. The potential vendors may provide written responses in excess of the RFPs stated 20-page limit. The City request that responses be succinct and to the point to the extent possible. The RFP limit will be increased by this addendum to 30 pages. 21. Can the City please clarify if the Vendor’s License Agreement is required with the proposal submission? License Agreements tend to be numerous pages, and would expend a majority of the page limit. The Vendors can provide overview details of their Licenses Agreements for City information during RFP review. Upon entering into discussions with the vendor finalist the City will request that the complete License Agreement be provided for review. 22. Does the City have a non-P.O. box address that proposals can be delivered to? Would it be the City Hall address at 414 High Street? Yes 23. Does the City require an electronic copy of the proposal on USB, in addition to the hard copies? Yes 24. Is it acceptable to the City if the lease is provided by a third party? If a third-party lease is proposed by a vendor the details of the leases will need to be provide to the City for review and evaluation to determine if the terms and legality of the lease do not violate City Charter, State bidding or other requirements.
