Introduction The State of Connecticut/Department of Administrative Services-Bureau of Enterprise Systems and Technology/Application Services Division is looking to hire a full-time, Monday - Friday, 8a - 3:30p, Applications Analyst 2 ( IT Analyst 2) to join our team in designing, building, implementing and maintaining custom and COTS (commercial, off-the-shelf) applications. The application portfolio supports statewide business capabilities for Procurement, Collections, Licensing and Permitting, Learning Management, Fleet Management and others. Tools for success in this position include expert skills with C# and ASP.NET Programming Languages, Python, PowerShell, and SQL (Structured Query Language), as well as an understanding of fundamental technologies such as TCP (Transmission Control Protocol)/IP (Internet Protocol), HTTPS (Hypertext Transfer Protocol Secure), IIS (Internet Information Services) and DNS (Domain Name System). This position will also entail supporting small to
medium-sized applications to facilitate agency business processes and engagement with the public. Strong organizational skills and the ability to manage a diversified workload will be the order of the day. PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency Information Technology (IT) environment, this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment. EXAMPLES OF DUTIES This position will be responsible for: • Working face-to-face with customers to fully understand their needs and addressing them using current and emerging technologies; • Working with the Applications Development team to design and deploy effective solutions to customer needs; • Working in an operations role with an emphasis on application programming and maintenance in a production environment; • Implementing, maintaining and supporting custom, web-based applications; • Problem-solving and troubleshooting, including performing root cause analysis to design preventative activities; • Working with Microsoft Office software including Word, PowerPoint, Visio, and Excel; • Proven project coordination skills and experience in planning, development, and implementation of projects with multiple objectives • Working with teams to support, redesign, and improve custom applications currently deployed in a production environment to meet evolving requirements in IT as we shift towards more modernized architectures, processes, and technologies; • Understanding client requirements and how they translate into application features and SLAs (Service-Level Agreements); • Working with teams to set specifications for new applications, designing creative prototypes according to specifications, and writing high quality source code to program complete applications within deadlines; • Assisting with writing scripts and queries that can provide environment self-healing capabilities; • Good written, verbal, interpersonal, and presentation skills; • Ability to communicate among technical and non-technical employees; • A customer driven approach and good customer management skills; • Ability to multi-task, work independently, work well under pressure, and be highly organized; • Ability to identify problems and apply creative solutions; • Adhere to configuration, release, and change management protocols; performs related duties as required. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT related support area. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) year of the General Experience must have been performing professional information technology work in such areas as: installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function. NOTE:For state employees this is interpreted at the level of Information Technology Analyst 1. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED 1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree. 2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience. PREFERRED QUALIFICATIONS The successful candidate will possess: • Five (5) years experience in application development; • Five (5) years experience in web-based applications and third-party Application Programming Interfaces; • Five (5) years experience with C# and ASP.NET Programming Languages and PowerShell; • Experience with SQL (Structured Query Language); • Technical experience in Restful Application Programming Interfaces.
