This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, utilizing FAR Part 13 procedures, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This solicitation is being issued as a request for proposal (RFP) for 525 Bi-Ocular Thermal Sight Systems (BIOCs) as prescribed in the enclosed Statement of Work and Attachment 1. The closing date for this solicitation is 24 May 2017.
All proposals must be received via e-mail no later than 12:00 hours EST on 24 May 2017.
The NAICS code for this procurement is 334118 and all small businesses must self-certify within SAM for that NAICS to be eligible for award.
All questions pertaining to this RFP must be in writing, submitted via e-mail and received by Army Contracting

Command - Orlando (ACC-ORL) no later than 15:00 hour EST on 05 May 2017.
All questions must be addressed to the contract specialist and contracting officer.

BASIS OF AWARD
The award will be made to the responsible offeror whose proposal conforms to the solicitation and is the lowest price technically acceptable solution. Technically acceptable offerors will be determined based on the offeror's ability to pass the demonstration requirements detailed in the Statement of Work and Attachment 1.

1) Each offeror shall provide a proposal under this combined synopsis/solicitation in accordance with 52.212-1; Submission of offers.
