NOTICE TO BIDDERS Pulaski County Public Works OWNER 3200 Brown Street ADDRESS Little Rock AR 72204 Separate sealed bids for Pulaski County – Big Dam Bridge North Plaza Project, Bid #21-A-003 will be received by Pulaski County, 201 S. Broadway, 4 th Floor, Suite 440, Little Rock, AR 72201 until 2:00 pm Central Time on January 12 th, 2022. Please contact Caleb Zimmerman at 501-371-0272 with any questions. The project includes, but is not limited to construct a 2600 SF concrete plaza and pavilion approximately 40 feet away from the ART to provide a much needed user separation while also minimizing flood impact. The pedestrian traffic will be corralled to enter the trail at the kiosk, which will narrow the multiple access points down to just one. The plaza will be slightly lifted to deter flood damage with concrete/stone seat walls for a gathering area. A large pavilion will be constructed to provide shelter from the conditions, while several bike focused amenities will be added,

including: bike repaired stations, water bottle filling station, and bike parking. Safety and signage additions will be added to better minimize the user conflict. Pulaski County Public Works hereby notifies all bidders that this contract is subject to applicable labor laws, non­ discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. Buy America provisions apply to this project. The Arkansas Department of Transportation's Standard Specifications Section 106 has requirements and restrictions for Buy America. Also, 23 CFR § 635.410 has all of the federal requirements for Buy America.
