DRY-DOCK (DD): USCGC HEALY (WAGB 20) FY22 DD & REPAIRS

The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Long Range Enforcer Product Line (LREPL) intends to procure on a sole source basis, the services to complete the USCGC HEALY DD Fiscal Year (FY) 22, scheduled with a period of performance of 03 January 2022 to 07 June 2022.  Due to military considerations, the USCG PAC AREA Command has determined that it is necessary for this work to be completed within 50 miles of the vessel’s homeport location in Seattle, WA.  Vigor Shipyards, Inc. (Vigor), located in 1801 16th Ave., SW, Seattle, WA, 98134, is the only known company that is within this 50-mile commuting radius and is capable of meeting the Government’s needs.  Therefore, the Government intends to solicit and negotiate with only Vigor, under the statutory authority, 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.  The contract will be awarded as an Indefinite Delivery, Requirements

contract and task orders will be awarded as firm, fixed-price.The solicitation will be a request for proposal (RFP) from Vigor and will incorporate provisions and clauses in effect through Federal Acquisition Circular 2021-06, effective 12 July 2021.  It will be for commercial items prepared using procedures set forth in FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, with elements of FAR Part 15, as supplemented with additional information included in the notice.Interested parties may submit responses to this notice no later than the response date.  Responses must include sufficient information to allow the Government to evaluate the information relative to the key requirements identified above.This notice is not a request for competitive proposals and no formal solicitation will be issued.  However, all responses received within the response date will be considered by the Government.  A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.  Inquiries or information received after the established deadline shall not be considered for this acquisition.  The submission of this data for review shall not impede award of this contract.  The Government does not intend to pay for information solicited. Responses to this special notice are due no later than 2:00 P.M., PDT on 19 August 2021.   All information in response to this notice shall be submitted via e-mail to Wilma.L.Estrada@uscg.mil with courtesy copy to Stephanie.L.Hoffman@uscg.mil.  Subject line of your email should state the following: Response to Special Notice 70Z08521RP4500700 HEALY DD FY22.
