This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. The Veteran s Integrated Service Network 22, VA Phoenix and VA Tucson Medical Centers are seeking a contractor to provide patient notification/ticket queuing systems to assist in routing lobby patients for prescription services. The current Vecna systems are on a contract extension which will expire near the end of the FY. The replacement systems shall be Scriptpro Pharmacy Services Portal or equivalent and have the following salient characteristics/capabilities: 1) Kiosk system must allow patients to check in for pharmacy
services, selecting the type of service desired. 2) Kiosk system must be able to print a barcoded ticket, project patient s wait time and work in conjunction with Outpatient Pharmacy automation prescription processing systems to prioritize and link the patient s ticket with the patient s prescriptions that are being filled. 3) System must provide a Now Serving Notice Board to keep patients apprised of their prescription fulfillment status and alert patients when their prescriptions are ready for pick up. 4) System must be able to generate reports allowing management and tracking of patient wait times including the following: a) Number of patients served, and prescriptions filled per technician or window b) Patient wait time from Kiosk check-in, to counsel, to prescription pick-up c) Average and maximum wait times by category or section d) Tickets created versus tickets checked in. e) Allow pharmacy management to measure and analyze process performance 5) System must be able to fully integrate with the current prescription filling automation ScriptPro s SP Central Workflow System 6) System must allow pharmacy staff to have real-time visibility to patient currently waiting for prescription pick-up. 7) System call tickets should direct the patient to the designed area for counseling and other pharmacy services 8) Vendor must provide training to staff and management on use of system to maximize use and performance measurement 9) Dashboard displays must be available showing service level statistics giving real-time visibility to pharmacy performance metrics. 10) Security and HIPPA Compliance Considerations. In reference to VHA Handbook 6500.6 Appendix A, block 6 and 7 the software requested in this contract involves connection of IT devices to a VA network and patient sensitive information is accessed. The equipment involves storing, generating, transmitting or exchanging VA sensitive information. Therefore, C&A, SAP, & the following from App C apply: Appendix B - The Contractor, their personnel and their subcontractors shall be subject to the Federal laws, regulations, standards and VA directives and Handbooks regarding information protection, patient privacy and information system security as delineated in this contract. Prospective contractor must have or be able to obtain BAA with the VA within 30 days of award to govern sharing of VA sensitive information. During contract performance, contractor may require access to VA facility, equipment, information systems, or sensitive data; to provide services, install, train, maintain or repair equipment. Consequently all contractor employees involved with this contract must be able to pass a government background check. During equipment install, warranty repair, or maintenance, the contractor may have physical or administrative access to equipment included in this contract that captures, stores and processes e-Protected Health Information. Consequently, all contractor employees involved with this contract must complete appropriate training identified below prior to working on this contract. If warranty repair is done on or off-site, all hard drives or other storage devices will be removed or purged of data, prior to release to contractor. VA Course No. VA10176 is privacy training required for VA contractors requiring access to VA facilities for more than 2 consecutive days or any access to VA information systems. If contracted staff have access to protected health information PHI or access to VA systems (e.g. CPRS, JLV, CAPRI, VHIE or VistAWeb) they are also required to take Privacy/HIPAA Focused training, VA Course No. 10203. Training will be completed prior to being granted access to facilities, equipment, or to the data therein. All items to be delivered within 60 days after receipt of purchase order. If you are interested and are capable of providing the required product(s) please provide the following information. (4) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract type and number. (5) If you are an FSS GSA/NAC or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (6) Please provide general pricing for your products/solutions for market research purposes. (7) If your offer is for an equivalent product, please provide manufacturer, model number and information regarding how their product meets the salient characteristics. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Businesses. However, if there are insufficient Service-Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. Responses to this notice shall be submitted via email to peter.kim33@va.gov . Telephone responses will not be accepted. Responses must be received no later than 5/2/2022 10:00 AM PDT. After review of the responses to this sources sought announcement, a solicitation may be published on the SAM.gov or GSA eBuy websites. Responses to this sources sought announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this sources sought announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at www.vip.vetbiz.gov.
