The VA s New England Healthcare System (VISN 1), Network Contracting Office One (NCO 1), intends to negotiate a sole source contract Dr. Kevin Grimm, 404 Columbia Street, South Bend, IN 46601 for statistical analysis of data under the Who Gets Better and Why? portion of the ongoing multifaceted STRONG STAR study. These services include development and implementation of data analyses modeling change and predictors of change in PTSD symptoms and other outcomes with the combined clinical trials omnibus dataset. A limited source justification has been prepared and approved by the VHA HCA under FAR 13.106-1(b). This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition
will be advantageous to the Government, and a potential offeror has access to proprietary benchmarking data from the private sector and all other VHA networks. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) for this requirement is 541910, Marketing Research and Public Opinion Polling. The Small Business Administration size standard for this sector is $15 million. Interested parties may identify their interest and capabilities no later than 1:00 P.M. Eastern Standard Time on April 1st, 2018. The interested parties bear full responsibility to ensure complete transmission and timely receipt.
