The Naval Air Systems Command (NAVAIR) intends to issue a fixed-price, sole source delivery order under the existing Basic Ordering Agreement, N0001921G0006, to The Boeing Company (St. Louis, MO) to retrofit the Environmental Control System (ECS) Software for the United States Navy (USN) and Foreign Military Sale (FMS) partners F/A-18 E/F and EA-18G Flight Plan.This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other suppliers or services will satisfy agency requirements.” The F/A-18E/F and EA-18G ECS is an optimized single pack system utilizing an air bearing bootstrap air cycle machine, high pressure water collection, and a fully integrated digital electronic controller. The functions of the ECS include compartment temperature, flow, and humidity control; avionics temperature and flow control; system over-temperature and
over-pressure protection; and growth liquid cooling systemThe ECS Controller (ECSC) is a fully integrated digital controller which monitors system inputs and component status, calculates desired valve states, and activates valves in order to satisfy functional requirements. The ECS software, which provides this functionality, is embedded within the ECSC. The Boeing Company is the Original Equipment Manufacturer (OEM) for this procurement and is the only qualified manufacturer possessing the required technical knowledge to perform this effort in the time required to meet USN fleet requirements.This notice of intent is neither a request for proposal nor a solicitation of offers.
