The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and execute a modification to Delivery Order N00421-21-F-4718 under Basic Ordering Agreement (BOA), N0042117G0003, with Rockwell Collins, Inc., 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to increase the scope of the Delivery Order to provide an Integration Guide for Software Reuse.This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Collins, Inc. is original developer of the Flight Management Function Application and retains all data rights; making them the only known source with the necessary technical data, knowledge, experience, and expertise required to perform this effort.THIS SYNOPSIS IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with Rockwell Collins, Inc. No contract will be awarded on the basis of offers received in response to this notice.
