NOTICE OF REVIEW OF ANALASKA POLLUTANT DISCHARGE ELIMINATION SYSTEM (APDES)PRELIMINARY DRAFT PERMITTO DISCHARGE TO WATERS OF THE UNITED STATESDEC has prepared an APDES preliminary draft permit for the Nikiski Combined Cycle Plant. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. The waste stream consists of first-stage reverse osmosis reject and wastewater from water treatment building sinks and floor drains. Discharge shall occur at a daily maximum flow rate of 42,000 gallons per dayDischarge Location:The Nikiski Combined Cycle Plant discharges into Cook Inlet at 60.6759293’ North latitude and 151.3953853’ West longitude.Mixing Zones:Mixing zones are proposed for arsenic, copper, manganese, temperature, and whole effluent toxicity. The chronic mixing zone measures 9.3 meters long and 0.36 meters wide.
