Request For Qualifications (RFQ) No. MF10-18A/E Services for Storm Drain Project, FM19Lawrence Berkeley National Laboratory (LBNL) The University of California (UC), Lawrence Berkeley National Laboratory (LBNL), which is operated under a Prime Contract DE-AC02-05CH11231 with the U.S. Department of Energy (DOE) is seeking information on the qualifications of Architectural/Engineering (A/E) firms/teams interested in providing A/E Services for the Storm Drain Project, FY19, as described herein. The work consists of storm drain condition assessment; in addition to engineering design of storm drain repair strategies and new storm drain systems. Construction cost for this initial phase of the project, covering 2 watershed areas, is estimated to be between $2.5M and $3M. This is not a request for quotation; it is an announcement of subcontracting opportunities with the University of California. Interested firms are encouraged to submit qualifications as indicated herein. The Request for
Qualifications is governed by procurement policies and procedures established under the UC’s Prime Contract with the U.S. Government, represented by the Department of Energy ("DOE"), for management and operation of LBNL. Any resulting award will be a Subcontract under the Prime Contract. For full information on the request and scope of future anticipated awarded services, visit web address http://facilitiesprojects.lbl.gov, RFQ No. M10-18, after October 17, 2018, and check for future updates regarding the announcement. A.             PROJECT SCOPE SUMMARYThe objective of the project is to design repair strategies for 50-plus year old storm drain piping at LBNL, located in Berkeley hilly terrain, with slopes, and narrow roads. Some storm drain piping is located in steep, undeveloped hillside areas. The LBNL storm drain system has been evaluated for risk of failure, and each of the six watershed areas at the site has been prioritized for replacement and repair. This project will address two areas for design repair strategies, the Chicken Creek and Blackberry Creek watershed areas, covering approximately 13,300 linear feet of piping for assessment. The repair of both watersheds is expected to span over four years. The remaining four watershed areas will be addressed under future funding requests. The Chicken Creek watershed includes drainage systems adjacent to Buildings 69, 75, 76, 77, the Grizzly Peak Substation, and Building 31. See interactive photomap at web address: http://map.lbl.gov/#UMAP_2012091840117, and choose the "Locations" pull down menu for approximate watershed areas by building location. The Blackberry Creek watershed is adjacent to Buildings 71, 46, 91 and 64. Construction portion of the upgrades for the Blackberry Creek watershed area is anticipated to occur at a later date than the Chicken Creek watershed area, and will be based on the availability of funding.LBNL will be responsible for the appropriate California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documentation for the project.  Contact Information: Marguerite A Fernandes, Principal Subcontract Administrator, Phone (510) 486-5158, Email mafernandes@lbl.gov Office Address :1 Cyclotron Road Berkeley CA 94720 Location: Lawrence Berkeley National Laboratory Set Aside: N/A
