on-call basis, as needed basis. Special Inspections replaced “Controlled Inspections” for all construction projects filed on or after July 1, 2008 and may only be performed by Special Inspectors employed by a DOB approved Special Inspections Agency. The New York City Building Code and The Rules of the City of New York (RCNY) require that certain materials, operations, and equipment be inspected or tested in order to verify compliance with code requirements under the provisions of Special Inspections. All required inspections and tests of such materials, equipment, and operations will be made by the Special Inspections Agencies retained by NYCEDC. The Consultant will inspect and certify that construction operations performed and materials installed by a Construction Manager (CM), a General Contractor (GC), and/or sub-Contractor(s) to the CM and/or GC adhere to all NYC Building Code Special Inspections requirements and comply with the drawings and specifications issued by the Design Consultant and/or the Construction Manager. In addition to performing Special Inspections, the Consultant, when specifically required, will also ensure technical compliance with other requirements of the plans and specifications for the construction of each project. NYCEDC plans to select one or more consultants on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee. Services may be funded through the Community Development Block Grant-Disaster Recovery (CDBG-DR) program, and are included in the City’s CDBG-DR Action Plan, approved by the US Department of Housing and Urban Development (HUD) in May 2013 and as subsequently amended. Services may also be funded with grant funding provided by the Federal Emergency Management Agency (FEMA). CDBG-DR and/or FEMA requirements may apply to certain task order assignments. It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. The Project Assignments may be funded, in part or whole, with the following types of funding: FEMA, CDBG-DR, and City Capital.
