REQUEST FOR INFORMATION (RFI)-BLM OIL AND GAS SOFTWARE AND DATABASE SUBSCRIPTIONS I. INTRODUCTION: The Bureau of Land Management (BLM) is conducting a Request for Information (RFI), pursuant to FAR Part 10¿Market Research. This RFI is in support of Market Research being conducted by the BLM to identify potential sources capable of providing Oil and Gas Well Database and Software services to meet BLM needs. Interested vendors must have specialized capabilities to provide such services and supplies as identified in the Attachment 1 Draft Requirements. The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 511210- Software Publishers. Reference Attachment 1, Draft Requirements, for an overview of the requirement. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This notice shall NOT be considered a request for proposal, quotation, or an invitation for bid nor does responding to this RFI guarantee or exclude your participation in the
forthcoming acquisition process. Any information provided by the Government under this notice is preliminary and may be updated or changed prior to release of the solicitation. The Government will NOT award a contract solely on the basis of this notice, nor will it be liable for any costs associated with preparing and submitting a response to this notice. II. SUBMITTAL INFORMATION AND INSTRUCTIONS: The Government will not review general capability statements. Please ensure submissions are tailored to this requirement and information requested below. There is no page limit, however, vendors are encouraged to provide concise responses specifically responding to the capability questions below. Vendor responses shall be submitted in PDF or MS Word Format. In order to achieve a thorough understanding of your firm¿s capabilities, please provide a short but detailed explanation for each of the questions below. Responses must include a cover page with the following information- Vendor Name: Mailing Address: Point of Contact (POC): Title: POC Phone: POC E-Mail: DUNS: CAGE Code: Size status of Business (i.e., large business, small business, small disadvantage business, 8(a) firm, etc.): Submission Instructions: Interested parties who consider themselves qualified to perform the services and provide the supplies are invited to submit a response to this RFI by 10am Mountain Time Monday, January 18th, 2021. The response to the RFI consists of your responses to the capability Questions, listed below in Section III. Your responses must be emailed to Contract Specialist Kelly Houghton (khoughton@blm.gov) and Contracting Officer Emmett Larson (elarson@blm.gov). III. CAPABILITY QUESTIONS 1. Is your firm interested in providing standards subscriptions, software subscriptions, or both to the Federal Government? 2. Describe your firm's experience with providing Oil and Gas well database and software services that provide national coverage to the Federal Government? 3. Describe your firm¿s ability to provide a standards subscription to the Federal Government? 4. Describe your firm¿s approach to assisting the BLM with their objective of Securing necessary well, production, and spatial data and oil and gas interpretation software to ensure accuracy and to expedite the processing of BLM Fluid Minerals responsibilities. 5. Describe your firm¿s experience and capabilities with the BLM Requirements listed under Section 3.0 of the Attachment 1, Draft Requirements. Specifically describe capabilities to provide each of the 12 requirements (Requirement 3.1- 3.12). 6. If your firm does not have capabilities to respond to all 12 requirements, which requirement areas can your Firm respond to? How would you plan to meet the other requirements? 7. Describe your firm¿s capabilities of providing the BLM¿s requirements under 3.0 such that you can provide and maintain all Well, Production, Land, and Midstream data and databases that encompass the entirety of the United States and provide and maintain the required geological/geophysical/engineering interpretation software. 8. Describe your firm¿s capabilities such that the required data and databases that you maintain seamlessly connect to and integrate with your interpretation software and user interfaces. All individual data requirements must be downloadable in tabular and geospatial format and viewable and searchable via web-based application. 9. Describe your process for updating standards in a subscription when new standards are released? 10. Describe your capabilities of providing older version of standards? 11. Please describe your firm¿s capabilities to provide timely customer support, troubleshooting, and training for the required data, databases, software, and services. 12. What is your firm¿s typical downtime for updates, how long does any downtime or unviability typically last? 13. Does your firm typically conduct maintenance after hours or on weekends, or will downtime occur during standard business hours? 14. Is mobile access available to a standards subscription? IV.
