The Naval Sea Systems (NAVSEA) Command intends to award the FY24 Over-The-Horizon Weapon System (OTH-WS) multi-year procurement (MYP) on a sole source basis to Kongsberg Defence and Aerospace (KDA) in Kongsberg, Norway. The proposed contract action is for the OTH –WS, which consists of Encanistered Missiles (EM) and Missile Launch System (MLS) components, as well as engineering and maintenance support. As the Original Equipment Manufacturer (OEM) of the Naval Strike Missiles (NSM), KDA maintains specialized facilities, sophisticated capabilities and unique equipment that are qualified and dedicated to the production and integration of OTH-WS. Companies interested in subcontracting opportunities should contact KDA directly.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
