A solicitation document will not be issued, and quotations will not be requested. PurposeThe National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Laser Mechanisms, Inc. located at 25325 Regency Drive, Novi, Michigan 48375. The purchase order will specifically procure a ScanFieldMonitor Laser Diagnostic Instrument manufactured by PRIMES GmbH and delivered within 20 weeks after receipt of an order. Laser Mechanisms, Inc. is the sole distributor in the USA for PRIMES, GmbH, which is located in Germany. The ScanFieldMonitor Laser Diagnostic Instrument manufactured by PRIMES GmbH will provide NIST with a laser diagnostic tool that can measure the

properties of lasers used in powder bed fusion (PBF) machines currently in operation at NIST that are used in conducting PBF additive manufacturing research, specifically measuring properties of the laser to include the laser diameter at locations up to 20° off-normal and the laser-galvanometer synchronization.AuthorityThis acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with the small business size standard of 750 Employees.DescriptionFor a complete description of this requirement, please see the attached Specifications document. Sole Source DeterminationThe sole source determination is based on the following: The ScanFieldMonitor Laser Diagnostic Instrument manufactured by PRIMES GmbH will provide NIST with a laser diagnostic tool that can measure the properties of lasers used in powder bed fusion (PBF) machines currently in operation at NIST that are used in conducting PBF additive manufacturing research. The ScanFieldMonitor Laser Diagnostic Instrument manufactured by PRIMES GmbH is the only laser diagnostic instrument that can measure specific properties of the lasers that include the laser diameter at locations up to 20° off-normal and of the laser-galvanometer synchronization. Laser Mechanisms, Inc. is the sole distributor in the USA for PRIMES GmbH and therefore the only capable source.Information for Interested PartiesInterested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
