This is a SOURCES SOUGHT ANNOUNCEMENT ONLY.  It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this Sources Sought must be in writing.  The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Businesses interested and capable of providing the services described below.  Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.  Responses to this notice shall include the following: (a) company name  (b) address (c) point of contact (d) phone, and email (e) DUNS number (f) Cage Code,  Socioeconomic status ( e.g.,  Services Disabled Veteran Owned , Veteran-owned, 8(a),
HUB Zone, Women Owned, Small disadvantaged, HUB Zone, or Other than Small Business (large  business), etc. and (i) must  provide a capability statement that addresses the organizations qualifications and ability to perform as a Contractor for the work described below:The Contractor shall provide Intraoperative Neuro-monitoring (IONM) services to notify the surgeon of potential injury to vital neural structures while the patient is under anesthesia during spinal surgeries. This contract is a non-personal services contract under which the Contractor personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.  Intraoperating Neuro-monitoring (IONM) is the continuous surveillance of a patient's nervous system (the brain, spinal cord, and nerves) when it can be at risk of injury during surgery. The purpose of IONM is to protect the nervous system and to provide an extra layer of safety for both the surgeon and patient. This reduces the risk to the patient of iatrogenic damage to the nervous system, and/or to provide functional guidance to the surgeon. This service is designed specifically to notify the surgeon of potential injury to vital neural structures at times when a clinical examination is not possible while the patient is under anesthesia. A qualified, trained Surgical Neurophysiologist Contractor employee will perform electrophysiological methods such as electroencephalography (EEG), electromyography (EMG), and evoked potentials to monitor the functional integrity of certain neural structures (e.g., nerves, spinal cord and parts of the brain) in support of the DDEAMC surgeon(s) within the facility operating room suite. The goal of this service is to improve patient care, safety and overall clinical outcomes. The Dwight D. Eisenhower Army Medical Center (DDEAMC) in Fort Gordon, GA is seeking a Contractor that can meet/exceed the Government’s objectives for Complete Intraoperative Neuro-monitoring Services (IONM) for spinal surgical procedures. The Contractor will be required to provide the personnel, equipment, labor, materials, accessories, and supplies necessary for that surgical operating rooms support. The IONM services include complex spinal surgical procedures which are done during scheduled timeframes and during emergencies 24 hours a day, 7 days a week, and 365 day a year as referred to in the attached Performance Work Statement (PWS). The period of performance includes a base year and four one year option periods from date of award.Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.  The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 621399 ($41 Million).  Please note all companies who provide goods or services to the United States Federal Government must be registered in the System for Award Management (www.betaSam.gov).  All interested parties should submit a response by e-mail to:  trina.k.wadley.civ@mail.mil.   The subject header should read ‘Sources Sought Response to Intraoperative Neuro-monitoring (IONM) W91YTZ-21-R-0009.” All information submissions shall be marked Attn: Trina Wadley, Contracting Specialist and should be received no later than 11:00 am EST on 24 November 2020.  Questions are due no later than 19 November 2020 at 11:00 am EST.  After review of the response(s) to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published.
