Solicitation N00421-22-Q-0193 issued as a combined synopsis/solicitation. The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a Firm-Fixed Price (FFP) contract, on a sole source requirement to ADAPT LASER SYSTEMS LLC., 1218 Guinotte Ave, Kansas City, MO 64120, Cage Code 3PRL2.This procurement is for Laser Ablation equipment, which is defined as a portable handheld laser ablation system, comprised of base 1000W pulsed laser unit with controller and chiller, umbilical assembly and work head. The Adapt/Clean Laser DE Laser Systems equipment is the only laser approved by Naval Sea Systems Command (NAVSEA) and the Air Force for use on General Support Equipment (GSE). NAVAIR plans to use this verified technology to build off pre-existing validation and verification testing data from NAVSEA and the Air Force to decrease Turnaround Time (TAT) for GSE Maintenance, which will increase fleet readiness. ablation system meets NAVAIR’s metallurgical and environmental qualification, and procedural documentation requirements.The Laser, CL 1000 AF and the corresponding filter, LFE 301 support the requirement for the Materials Engineering Division, Air Systems Group, Air Vehicle Department.The procedures of FAR Part 12 and 13.5 will be utilized for this commercial acquisition. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DOD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. This is a firm fixed-price procurement; therefore, the Offerors initial offer should represent the vendor’s best quote in terms of price and technical acceptability.
