Non-Emergency Medical Transportation Broker for Fee for Service Population

It is the intent of the Iowa Department of Human Services (referred to herein as the “Agency”) to solicit proposals from Bidders who wish to contract with the State under a risk-based contractual arrangement as described in this Request for Proposal (RFP). The selected Broker will be responsible for providing the Non-emergency Medical Transportation (NEMT) services for the fee-for-service Medicaid population in an efficient and effective manner, within federal, state, and Agency specifications, ensuring the highest standards of performance, program integrity, and customer service at a reasonable cost to the State. Bidders should note that emergency air Ambulance and emergency ground Ambulance services are excluded from the scope of work outlined in this RFP and will not be the responsibility of the selected Broker. Certain Medicaid Providers such as Federally Qualified Health Centers (FQHC’s) and Local Education Agencies (LEA’s) provide NEMT as a directly reimbursable service under the Medicaid Program.
