This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.This is a combined synopsis/solicitation for products as defined herein. This procurement is utilizing Simplified Acquisitions Procedures (SAP). The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. The associated North American Industrial Classification System
(NAICS) code for this procurement is 561499, with a BRAND NAME JUSTIFICATION.The Environmental Protection Agency (EPA) Headquarters (HQ) complex in Washington, DC operates a full-service mailroom, which supports all Agency Offices and operations. The EPA mailroom currently has a requirement to lease two automatic mail postage machines for a base period (plus 4 one-year option periods) to provide and maintain mailroom automatic labeling and postage metering equipment.The machines will be registered on EPA’s LAN and must be fully compatible with EPA’s Enterprise IT Operating Environment. In addition to the equipment lease, this contract must also include a full equipment service agreement to include a preventive maintenance schedule to ensure continuous and smooth operation of these machines. The vendor will coordinate with EPA mailroom and IT staff to fully install and configure the equipment upon delivery to the mailroom.The EPA requires two Quadient automatic mail postage machines, Model Number SMARTIX7DW70, with the accompanying S.M.A.R.T. Remote Configuration Training, Conveyor Stacker & Adaptor and S.M.A.R.T. Computer Stand for All-In-One PC, Full Wireless Keyboard & Mouse directly from the manufacturer, Quadient, Inc.All interested companies shall provide quotations for the following eight items.
