This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential sources that are capable of constructing a consolidated communications center, two warehouses, and expansion of fiber communications cable to include obtaining bonding in the range of $100M to $250M. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holder’s list. After review of the responses to this synopsis, a pre-solicitation announcement will be published beta.sam.gov if the Government intends to proceed with this procurement.The scope of work may include the construction of a multi-story communications center facility with concrete slab-on-grade, cast-in-place reinforced concrete walls, and slab-on-grade floors supporting standing seam metal roofing to support Naval Computer and Telecommunications
station (NCTS) Guam operations. Building roof will be constructed to accommodate radio frequency antennas and an antenna distribution system. Site preparations include excavation, cut and fill, structural fill, erosion control, a retention basin, the relocation of existing features, clear and grub, and Explosive Safety Submission requirements and procedures.The Government will evaluate responses based upon experience, past performance, financial and bonding capacity. Offerors shall complete and submit the attached Questionnaire (Attachment 1), the Experience Questionnaire (Attachment 2).Offerors having the capability to perform this work are invited to submit its qualifications by 2:00 PM HST on 3 March 2020. Complete information must be submitted as the Government will not seek clarification of information provided. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
