Additional analysis of building uses and program space needs for the divisions of the University (Executive, Academic, Student Affairs, Development, and Finance and Physical Plant)--identifying options including relocation or transfer of space, opportunities for shared space and or new space to meet needs; identifying standards for space allocation consistent with building code, university practice
and peer groups and addressing the changing needs for program space. Review and update the goals, objectives, and elements of the current Campus Master Plan Evaluate and identify utility infrastructure conditions and the needs associated with current and the potentially reconfigured building and space use. Transportation/Parking Analyze current data and anticipated needs for parking, transit, access to and movement within campus with consideration to all inter-modal forms. Integrate transportation systems with city assets (bike paths, public transit, parking, etc.) Evaluate quantity and locations for adequate parking Evaluate Road, walkway systems, traffic impacts on city streets, and options for improvements and ways to minimize existing traffic impacts. Land Use Identify net useable land areas, appropriate densities, and highest and best use for the main campus and athletic complex. Identify areas adjacent or nonadjacent to the University in which the University may have a strategic interest or impact. Propose potential disposal or acquisition list. Sustainability Centric/Campus Decarbonization PSU believes the intrinsic value of environmental stewardship should be embodied in future planning efforts for the campus. In 2007, Plymouth State University (PSU) demonstrated its commitment to being a campus leader in sustainability by becoming a charter signatory of the American College and University Presidents Climate Commitment (ACUPCC). As part of that commitment, the University developed a Climate Action Plan in January of 2010, pledging to reduce campus greenhouse gas (GHG) emissions 50% by 2025 and to make its operations greenhouse gas neutral by 2050. Such aggressive goals will not be achieved easily, and PSU will need the Master Plan to strongly consider this objective and implement projects far beyond business-as-usual operations in order to accommodate such reduction targets.Doingso is a complex process that requires extensive analyses and planning. The updated Master Plan should embrace the goals and concepts defined in PSUs Climate Action Implementation Plan. PSU is interested in doing more to incorporate sustainable features into the facilities and activities on campus to not only improve the operational characteristics of each, but the natural environment on which they depend. It is also recognized that real benefits are conferred upon students and faculty that use these buildings and campus grounds. The consultant must understand the environmental, social, and economic benefits (triple bottom line) of sustainable and resilient design and recommend measures that to pursue them. Activities Embrace the mission and vision of PSUs Climate Action Implementation Plan. Collaborate with the Physical Plant Office and the PSU Office of Environmental Sustainability. Consider the campus footprint and consider the reduction of our physical assets. Capital Project Priorities Identify each capital project, funding source, occupant(s), and the desired sequence. Delineate the relationship between projects that must be done in series. Renovations, demolitions, utilities, and site improvements shall all be included Campus Master Plan Utilizing all information, the USNH Master Plan Guidelines and data obtained above, prepare an updated, coherent, and convincing overall Campus Master Plan and associated presentation indicating five, ten and twenty year [phases] which specifically define campus boundaries, proposed property acquisitions and opportunities for public/private partnerships. (N.B. presentations will be used for presentation to the USNH Board of Trustees). Data files containing these data and presentation materials shall be delivered on completion of the project and during the project for client review.
