Contract Title Audio-Visual Equipment for 3D Print Lab 3. Background. The Northeast Ohio Veteran s Medical Center s director s office 3D print lab requires an integrated audio-visual system. This system will allow for users to display capabilities, collaborate with medical personnel, and conduct training and troubleshooting throughout the VISN. 4. Scope. This request covers the acquisition of audio-visual equipment as one purchase. 5. Specific Tasks. This request is for audio-visual equipment that meets or exceeds the parameters of the units listed. All component items listed after the parent items may not have salient characteristics described, however, it is important to note that all remaining items must be compatible with and meet the requirements and industry standards of the parent items listed below. 5.1.1 Audio-Visual Equipment One (1) 85 4K/UHD (3840x2160) LED-LCD monitors and two (2) 49 4K/UHD (3840x2160) LED-LCD monitors will be used to display computer graphics and video. The video sources within this are: One (1) GFE PC with VR Support One (1) GFE Desktop PC (located in Office) One (1) GFE Cisco video conferencing system One (1) Wireless Presentation System Web Conferencing supported by GFE PC Three (3) High Definition PTZ cameras One (1) desktop HDMI camera To be provided: one (1) 16x16 (sixteen input by sixteen output) capable matrix switch to handle the routing of RGBHV / VGA, HDMI, DVI-D and audio signals within the system. This system helps to ensure proper connection of both analog and digital devices within an audio-visual system including support for EDID and HDCP requirements of digital video and audio. All cards except the HD-SDI cards are capable of supporting 4K/UHD resolutions at 60 FPS with full 4:4:4 color sampling. This 16x16 capable switch is currently configured in 9x9 fashion with three (3) DM 4K 8G+ inputs, three (3) 4K HDMI inputs, three (3) HD-SDI inputs, four (4) DM 4K 8G+ outputs , four (4) 4K HDMI outputs with two (2) stereo audio outputs and one (1) streaming output card. Three (3) 4K transmitters will be provided to handle routing from the PC sources back and camera back to the matrix switch. Three (3) 4K receivers will be provided at the monitors to better support connectivity from the video switch to the displays. The receivers have integrated scaler to ensure proper connection to the display devices in their native aspect ratio and native resolution. One (1) GFE Cisco video conferencing system will be used to provide standards based 1080P video conferencing. The one (1) VTC camera will support this video conferencing system and the Skype for Business requirements. Three (3) new HD PTZ 3-CCD cameras will support the ability to view the 3D Printing machines. One (1) PTZ joystick will be provided to provide better control of the PTZ and camera preset positions of these cameras. One (1) HDMI webcam will be provided for the GFE desktop. The user will have to selected between the VTC camera USB and the webcam when using the system from the Crestron control system. This unit feeds into the matrix switch and the output goes to the media port. One (1) CSE-200+ (Mini Version) wireless collaboration system will be provided. One (1) base station and two (2) USB AV buttons are included to allow up to two (2) users to be shown on the display. By simply connecting the button to the laptop and clicking the embedded button users will be connected to the display. Android, IOS and Miracast can also connect to this system with full mirroring capabilities (via downloaded App). This will be used to allow a mobile device s camera to share thru the A/V system. We have budgeted an Apple iPod Touch and mobile tripod to support this functionality. The CSE-200+ provides the following features: 4K/UHD Output Resolution (3840x2160 at 30fps) One (1) HDMI input with 1920x1080 at 60 fps resolution support Two (2) mirror sharing enabled devices Up to two (2) Users on Screen Sixteen (16) simultaneous connections (with additional buttons or Apps) Full IOS mirroring via the mirror sharing enabled devices and Apple TV support (version 3 and higher) with iOS 11, 12 & 13 / macOS 10.14, 10.15Mobile App Compatible Android 9 & 10 Support Miracast R2 support on Windows 10 3-Year Standard Warranty One (1) HDMI to USB bridge for integrating pro AV sources or systems with software codec conferencing applications like Skype for Business. This will turn your cameras and microphones into an integrated Skype for Business conferencing solution. Additional features: It will work seamlessly with a computer using generic USB video and audio drivers. It will feature an HDMI input with HDCP-compliant loop through, accepts signals up to 1920x1200, and scales video to a USB 2.0 output. It will bridge the gap between simple webcam-to-computer solutions and traditional hardware videoconferencing systems. It will accept resolutions up to 1080p/60 and 1920 x 1200. Provide high performance deinterlacing of interlaced signals up to 1080i. Output resolutions will range from 320x180 to 1080p/15. Are dynamically configured by the software codec as it responds to real-time CPU usage and bandwidth conditions between near-end and far-end locations. The video output is delivered as an MJPEG-encoded stream over USB 2.0. The USB bridge will have a fully featured video processor with many of the core integration features common to scalers, including aspect ratio control, internal test patterns, Auto-Image , and Auto Input Memory. It can also display a user-supplied logo image whenever no signal is present at the HDMI input. One (1) 12x8 Digital Sound Processor (DSP) / Automatic Mic/Line mixer is provided for audio processing and routing within the system. This system will handle the mixing of all microphones, video conferencing, web/software conferencing and inputs from the Presentation System. The Automatic Echo Cancellation feature in this DSP will be used to ensure the quality of the audio within a video and audio conference. The noise cancellation feature of the DSP will be set-up to help eliminate the transmission of unwanted ambient noise. This system includes a telephone interface (POTS and VoIP) to turn the microphones and speakers into an integrated audio-conferencing system. Two (2) wireless microphones systems (GFE receivers and new transmitters) will be provided at the lectern to support audio conferencing, video conferencing and Skype for Business applications. Four (4) ceiling recessed speakers and one (1) new 4-channel audio amplifier will support the Audio Conferencing, Video Conferencing capability and Skype for Business. Three (3) will be used in the Lab and one (1) in the office. They will be separately controllable from the control system. A user-friendly control system is provided to replace the use of the remote controls. One (1) 8.7 wireless touch panel (located in the 3D Printing Lab) and one (1) 10.1 wired table-top touch panel (located in the office) will be used to control the A/V system. Basic system control will include the following: System Start-Up/Shut Down Mode Selection (Audio Conference, Presentation, Video Conference or Web Conference) Source Selection (VR PC, Office PC, VTC, Wireless Presentation, Web Conference, Camera #1-3, Desktop Camera, etc.) Destination Routing (Displays #1-3, VTC, All Displays, etc.) Audio Volume (Up, Down, Mute) per Speaker Zone Video Conferencing Controls (Dialing, Hang-Up, Camera Controls, Content Sharing, Privacy Features, Gain Controls, Mute, Flash, etc.) Audio Conferencing Controls (Dialing, Hang-Up, Answer Call, Privacy Features, Mute, DTMF Tones, Gain Controls, Flash, etc.) Skype for Business Controls selects the GFE Resident PC but provides camera controls and additional audio controls on the GUI page. Dialing and call control will be accomplished thru the PC. Camera Controls (Camera Selection / Routing, PTZ controls, Preset Controls labeled by machine) Display Controls (On, Off, Auto Image, Video Mute) Video Mute and Auto Image Functions for all LED-LCD monitors The following audio controls will be provided within hidden Tech Page of the control system touch panel (15 Touch Panel, wireless touch panel and X-panel) and via a Biamp Davinci Webpage. Basic Microphone Volume Control will be provided for all the microphones. Button to recall the standard room audio presets (all systems will return to this setting on System On/Off) X-Y Router Control Page for Video One (1) USB 3.0 extender to support the OFE VR Goggles will be provided. One (1) GFE equipment racks and accessories have been provided to house the A/V equipment in this room. Please note that several devices require connection the VAMC network and use of a GFE VAMC VPN connection to accomplish the task of remotely controlling of the A/V systems and the cameras. This will be verified with the VAMC prior to ordering the equipment. If the devices shown aren t approved the design will need to change to support what can operate on the VAMC network. VA to receive electronic PDF copy of As built drawings A copy of final uncompiled code and audio processor file will be provided to the VA. 5.2.1 Task 1 - Enterprise Management Controls. 5.2.2 Subtask 1 - Integration Management Control Planning. The awarded vendor will be responsible with supplying the listed cameras and accessories. The awardee will be responsible for necessary installation. Performance Monitoring The COR will work with the awarded vendor and the medical center audio visual production specialist will verify the audio-visual equipment operates correctly and the accessories match the equipment purchased. 7. Security Requirements The C&A requirements do not apply, and that a Security Accreditation package is not required for this SOW. 8.
