The City of South San Francisco issues this Request for Proposals (RFP) to solicit proposals from one or more qualified private entities (a “Partner”) to collaborate with the City in a Public-Private Partnership The partnership will increase the availability of affordable broadband Internet access and market competition throughout the City. The private internet service provider will operate, manage, and sell retail internet services over the publicly owned fiber optic backbone network in exchange for lease payments, revenue share, match contributions for grant applications, and/or new City network construction (or a combination thereof). The City intends to work with the private partner in developing comprehensive and competitive federal and state grant applications. Pursuant to this RFP, the City seeks to learn how the respondent’s approach will further the City’s goals of ensuring that residents, businesses, and visitors to our community have access to affordable market-leading broadband services. The City also seeks input from potential Partner(s) regarding the terms and conditions under which they would participate in such a project. We are prepared to consider a variety of business models that may share technological and operational responsibilities and financial risk between the Partner(s) and the City in innovative ways.
