Glasspool, Superintendent on behalf of the Board of Directors Date: February 27, 2024 RE: Request For Proposals (RFPs) Elementary Playground The Board of Directors at the Belle Vernon Area School District (the “District”) is accepting firm sealed bids for elementary playground equipment. This is a design/install contract. Bid Playground to be installed at Marion Elementary School located at 500 Perry Avenue, Belle Vernon, PA 15012. The District has allocated $75,000 for this endeavor. The elementary playground equipment must be installed at Marion Elementary School in place of the existing playground. Current playground area is approximately 5500 square feet. Alternate Bid Additional complementary playground equipment to be
installed at Marion Elementary School. The District may allocate an additional $25,000 based on proposal. Proposals must be submitted in a sealed envelope (or package) clearly marked “School Playground Equipment RFP” and delivered to Belle Vernon Area School District Administration Building located at 270 Crest Avenue, Belle Vernon, PA 15012 no later than 1:00pm on Tuesday, April 2, 2024. Proposals received after the due date will not be considered or accepted. Proposals enroute, either in the US mail or at other locations in the District, will not be considered timely or may be returned unopened. Proposal must include the following on an opaque sealed envelope in the top left corner: Sealed Proposal Enclosed Elementary School Playground Bid (Proposer’s Name) (Proposer’s Address) Proposal must be addressed as follows: Belle Vernon Area School District District Administration Office, c/o Dr. Glasspool, Superintendent 270 Crest Avenue Belle Vernon, PA 15012 Proposers must enclose one original signed proposal and one copy. All questions and communications must be directed to Dr. Glasspool at timothy.glasspool@bvasd.net or 724-808-2500 x 1102. Anticipated Timeline for Selection and Installation February 27, 2024 RFP Issuance February 28 - April 1, 2024 Written Requests for Clarification & Site Visitation April 2, 2024 @ 1:00pm Public Opening of Sealed Bids April 2, 2024 - April 12, 2024 Proposal Reviews April 22, 2024 Board of Directors Award Successful Proposal August 22, 2024 Playground Installation - Substantial Completion Proposals must incorporate the total project cost (equipment, shipping, material, installation, etc...). Proposals should, but are not required, to be itemized. Any lump sum proposal must include an attestation that prevailing wages shall be paid for all labor. The District will demolish and remove the existing structure, and provide the playground mulch. All proposals must include a sworn and notarized statement disclosing any family relationship to any Board Members or administrators of the District. The successful contractor shall provide the District with proper evidence of carriage of all insurances required by the District. The vendor shall maintain, during the life of the contract, such Public Liability and Property Damage Insurance as shall protect the District from claims or damages or personal injury, including wrongful death, as well as from claims for property damages, which may arise from the operation under this contract, whether such operations be made by itself or by any subcontractors, or anyone directly or indirectly employed by the contractor. All applicants to this RFP shall defend, save harmless and indemnify the District, its Board of Directors, officers, agents, employees and sub-committees from any damages resulting from any challenges to the legality of the RFP process or any of the documents used here, including, but not limited to, the RFP and the Contract Agreements entered into as a result of this RFP. The District reserves the right, in its sole and absolute discretion to accept or reject, in whole or in part, any or all Proposals with or without cause. The District further reserves the right to waive any irregularity or informality in the RFP process or any Proposal, and award the Contract to another Proposer other than mailto:timothy.glasspool@bvasd.net the Proposer submitting the best financial proposal. The District also reserves the right to negotiate with the Proposers concerning their Proposals. Each Proposer by submitting its Proposal releases the School District from any and all claims arising out of, and related to, the RFP process and selection of Contractor(s). A recipient of this RFP is responsible for any and all costs incurred by it or others acting on its behalf in preparing or submitting a Proposal, or otherwise responding to this RFP, or any negotiations incidental to its Proposal or this RFP. The Proposer certifies that their Proposal is made without any previous understanding, agreement or connection with any person, firm or corporation making a Proposal for the same project and is in all respects fair, without outside control, collusion, fraud or otherwise illegal action. The District will select the Proposal, if any, in its sole and absolute discretion based on experience and qualifications of the Proposer; as well as, the overall design, functionality and scope of the proposal. Proposal Format 1. Proposal must include an introduction of the company on business letterhead; and 2. a detailed renderings and specifications of different playground age-appropriate options based on but not limited to the following equipment; and • Swings • Zip Line • Obstacle Course • Web Fitness Structure • Climbing Structure • Ladder Loop/Monkey Bars • Merry-Go-Round • Slide • Tire Swing • Gymnastic Bars • Rock Wall • Benches • Chair you sit in and it spins around • Rope course • Teeter Totter • Swinging bridge • Jungle Gym Dome • Double Arch Swing • Roller Slide 3. a Bid Bond in the amount equal to 5% of the total contract; and 4. shall meet all regulatory laws, codes, licensing and permitting requirements of local, state, and federal (including ESSERs) law that apply to Pennsylvania school districts and including, but not limited to, the PA School Code; and 6. a list of three (3) references relating to projects completed within the last two (2) years. The Non-Collusion Affidavit is material to any contract awarded pursuant to this bid. According to the Pennsylvania Antibid-Rigging Act, 73 P.S. 1611 1611 et seq., governmental agencies shall require Non- Collusive Affidavits to be submitted with bids. 2. This Non-Collusion Affidavit must be executed by the member, officer, or employee, of the bidder who makes the final decision on prices and the amount quoted in this bid. 3. Bid rigging and other efforts to restrain competition and the making of false sworn statements in connection with the submission of bids are unlawful and may be subject to criminal prosecution. The person who signs the Affidavit should examine it carefully before signing and assuring himself/herself that each statement is true and accurate, making diligent inquiry as necessary of all other persons employed by or associated with the bidder with responsibilities for the preparation, approval of submission of each party. 4. In the case of bid submitted by a joint venture, each party to the venture must be identified in the bid documents, and an Affidavit must be submitted separately on behalf of each party. 5. The term “complementary bid” as used in the Affidavit has the meaning commonly associated with that term in the bidding process, and includes the knowing submission of bids higher than another firm, any intentionally high or noncompetitive bid, and any other form of bid submitted for the purpose of giving false appearance of competition. 6. Failure to file an Affidavit in compliance with these instructions will result in disqualification of the bid.
