The government intends to solicit and negotiate with one source under the authority of FAR 6.302-1(a)(2). The NAICS Code is 332992, Ammunition, small arms (i.e. 30mm or less, 1.18 inch or less). The contract requires a nonstandard 5.56x45mm loose blank cartridge (XM1177), 5.56x45mm linked blank cartridge (XM1178), 7.62x51mm linked blank cartridge (XM1179), 5.56x45mm reduced velocity marking cartridges, and linked 5.56x46mm and 7.62x51mm cartridges linked in a 3-1-1 configuration ((XM1178/XM1179) to marking round to blank round) for the U.S. Special Operations Command, Headquarters at MacDill AFB, Tampa, FL.This notice of intent: The U.S. Special Operations Command is issuing a sole source contract to UTM Limited, Hampstead Avenue, Mildenhall, Suffolk, IP28 7AS United Kingdom the only responsive company that responded to H92403LeadFreeBlanks - Lead Free Ammo Blanks. The contact requirement value NTE $123M to provide aforementioned ammunition.This contract will be an Indefinite Delivery Indefinite Quantity contract with a five-year ordering period.This notice of intent is not a request for competitive proposals; however, any proposal received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, which may occur after the execution of this sole source contract.
