Online Legal Research (OLR) Database Services, Investigative Records Search Services and associated Support Services and Training. Services shall be provided in a manner that shall increase the efficiency, accuracy, and quality of its legal and investigative research. The OLR Services shall provide access to online databases containing federal and state case law, statutes and regulations; administrative decisions; legislative history; secondary legal sources including law review articles, treatises (to include but not limited to the Schwemm treatise), and digests; public records and publications providing general, as well as financial, news coverage. The Contractor shall ensure that the research materials are kept current and up to date. Users must be able to search and retrieve documents within individual and multiple databases and print. The OLR Services must be accessible 24 hours a day, 365 days a year to users at HUD Headquarters, and throughout the nation. The Contractor must have the means to provide points of contacts or key personnel designated to service these areas.The Contractor shall provide an Investigative Record Search Service that would enable users to perform searches of records and have capabilities such as locating people and businesses and verifying assets. The Contractor shall also have the capabilities to sort, analyze, and group the search results so that the user is provided with the most relevant and up to date information and print.The Contractor will provide analytical data that provides information regarding publications and articles to use for guidance.
