The mission of the County of Santa Clara’s (County) Office of Supportive Housing (OSH) is to increase the supply of affordable housing for extremely low income and/or special needs households served by the County, and to make homelessness rare, brief, and nonrecurring. The OSH’s major activities include efforts to organize and operate homeless services countywide, including homelessness prevention, crisis response, and Permanent Supportive Housing and Rapid Rehousing programs. In addition, the OSH strives to increase the supply of housing by funding and spurring the development of housing for low-income households, with a particular focus on extremely

low-income households. Ultimately, the solution to homelessness is more affordable housing with a prioritization for the poorest and most vulnerable residents who are disproportionately impacted by the lack of affordable housing. 
 
The County of Santa Clara Continuum of Care, coordinated through the Office of Supportive Housing, is responsible for several data collection activities to understand the characteristics and needs of the homeless population, to meet federal funding requirements, and to better serve the homeless population.  Among these activities is conducting an annual Point-in-Time shelter count and a Point-In-Time count of unsheltered individuals and families every two years.  The Point-In-Time count is referred to as the Homeless Census and Survey.
 

The County of Santa Clara Office of Supportive Housing is soliciting proposals from agencies interested in conducting the 2019 County of Santa Clara Homeless Census and Survey.  The awarded consultant(s) will be expected to provide the expertise and capacity to conduct the County’s 2019 Homeless Census and Survey and complete all related documents and activities.     Classification codes: View classification codesRegions:California, Santa Clara
